A new york city surgeon is under arrest tonight, all over a parking ticket. Thats what was being issued to doctor Rachel Wellner the owner of this white volvo. She got double parking at the corner of 55 th and 8th avenue. When officers wrote her a cursing. She took off and hit one of the officers in the shin, injuring him.
