That speaks to some of the limitations that these programs endure based on what is palatable for the legislature. Their violations are enforced by the parking violations bureau. So they are kind of treating like a parking ticket. And the new York City Department of transportation receives the revenues, but due to complexity, they didnt earmark them for a specific purpose.
