Ten years ago, when chief Justice Roberts was confirmed to sit on that circuit, the average judge on that court had only 125 pending cases. Today, with three vacancies on the court, that number is 185 cases. Those are the complex cases that are pending. Even if we fill all the empty slots, the judges on the d. C.
