Richmond san rafael bridge heading west coming out of richmond and there is the toll plaza there. Its been a domino effect all day. Earlier this morning, the westbound 580 highway looked like a parking lot leading to the Richmond San Rafael bridge. Drivers inched along many of them had to pull off the highway.
