湖南株洲学林派出所着力打造亮丽“枫”景

湖南省株洲市公安局经济开发区分局学林派出所位于云龙示范区经济开发区中心地带,辖区面积有28平方公里,实有人口3万人。由于地处城郊接合部,加之流动人口多、各类企事业单位多,这里的社会治安管理工作面临着挑战。
近年来,学林派出所以创建“枫桥式公安派出所”为契机,通过创办“学林讲堂”、 创新调解模式、打造钢铁警队、构建“微网络”等举措,走出了一条符合自身特点的“脱困之路”,打造了符合本土实际的亮丽“枫”景。
创办“学林讲堂”凝聚团队向心力
2009年1月,学林派出所率先在全局开设“学林讲堂”,由民警上台讲述自己或身边的清廉故事、办案心得。此外,该所还邀请省内著名的研判专家、法制专家、优秀调解员等来讲堂传道解惑。如今,每月一次的“学林讲堂”已成为该所的一道必备的“政治大餐”。
“这样一来,既能提升全所民警廉洁自律的能力,又能在业务上形成一股比学赶超的氛围。”袁铸说。
这样的“微创新”在学林派出所并不鲜见。为增强民警的凝聚力、执行力,该所坚持“严管”和“厚爱”并行的原则。自2010年7月,该所实行每日一晨会总结前日工作、安排部署今日工作,让全所工作透明化、精细化、高效化。每周一讲评从接警开始到受案、立案、查处各个环节,逐一进行评查,切实查找问题、堵塞漏洞。此外,该所从优待警,若有民警、辅警家中遇到困难,所领导及时走访慰问,还会每月组织集中庆生,每年开展一次上门送喜报活动。
党性强则警心强,组织强则队伍强。所长袁铸宽严并济,多次荣立三等功;为对辖区情况了如指掌,副所长何超深耕社区、以所为家,该所的侦破打击工作始终名列分局第一……近年来,学林派出所涌现了一批又一批的模范个人。据统计,2010年建所以来,学林派出所先后10余次获得部、省、市、区表彰,有30人(次)立功受奖。其中,2021年荣获全国优秀基层党组织, 2019年荣获湖南省政法系统文明窗口单位。
创新调解模式实现矛盾“不上交”
学林派出所地处云龙示范区经济开发区中心地带,辖区有企事业单位100余家,各类重点工程项目40余个。与其他区域不同的是,该地的项目工程纠纷多、矛盾主体多元。
群众安则治安安,企业安则发展安。为最大限度减少辖区的矛盾纠纷,维护辖区企业发展,学林派出所坚持“抓早、抓小、抓苗头”,紧紧围绕排查、化解、防范三个环节,提前介入,深入排查各类不稳定因素,始终牢牢把握住工作的主动权;此外,该所依托社区民警、驻村辅警、社区(村)干部等,构建矛盾多元化解网络,确保矛盾“矛盾不出社区,问题不上交”。
打造钢铁警队 激发破案战斗力
今年5月,学林派出所在短短几天内接到数起报案,均为环保公司放置在不同小区的旧衣服爱心箱被人用电锯切开大锁,将里面质量较好的衣服全部偷走。“他们偷走的不仅仅是旧衣服,更多的是大家的爱心!”公司负责回收旧衣服的陈先生气愤地说道。
接警后,民警高度重视,立即到开展调查。通过串并案分析及视频研判,民警发现在5月1日17时许,有两名男子驾驶一台棕色面包车出入小区的时间,与各个小区内箱子被盗的时间高度吻合。根据两名男子以及面包车的特征,民警寻迹深挖,经过连日盘查、走访,最终锁定了犯罪嫌疑人的落脚点。5月25日,抓捕时机成熟,民警在长沙市芙蓉区一小区仓库内将两名男子抓获,并当场扣押了作案车辆和作案工具。经查,两名犯罪嫌疑人共前往长株潭7个小区,共盗窃10余个旧物爱心箱,盗窃衣物1300余斤。
事实上,类似精品案件的侦破在学林派出所并不鲜见。
如何用有限的警力激发无限的战斗力?学林派出所自有妙招。
“我们是一支钢铁警队,所里的警力虽少,战斗力却不弱。”学林派出所副所长杨利丰介绍,今年以来,该所已破获各类刑事案件47起,抓获犯罪嫌疑人28人,现行案件破获率同比增长23.7%。从2016年起,该所已连续5年荣获分局绩效评估优秀单位。
建立“微网络”构建防控“共同体”
由于地处城郊接合部,学林派出所辖区社情民意复杂,社会治安压力不小。
“警力有限,民力无穷。”学林派出所教导员吴疆介绍,该所积极争取辖区内社区组织、企事业单位支持,立足辖区,依靠群众,推行安全防范社会化,以改革创新为切入点,打造信息共享“微平台”,密织“微网络”。
据悉,近年来,针对不同公安业务以及辖区不同管理服务人群,该所分别建立了以辖区各网吧、宾馆、物业小区等治安管理单位为主的“学林派出所治安管理微信群”;以各社区干部户口代办员、物业、各校保卫处专干为主的“学林派出所户籍管理微信群”;以辖区项目业主、办事处相关人员为主的“情系学林微信工作群”;以高校主管保卫院领导、保卫处全体干部、班主任辅导员为主体的“职教城学林派出所警务工作QQ群”。
借助这些“微平台”,警方在群内通报最新发案情况,向辖区各单位内部征集破案线索,提高公安机关打击效能;发布最新的公安业务政策消息,让辖区各单位及时掌握,让群众办事“少跑腿”;发送防火、防盗、防诈骗等安全提示及案例,让群众的生命财产安全少受侵害。
“这些‘微网络’既是治安防控的抓手,又是拉近警民关系的桥梁。”据吴疆介绍,去年该辖区的网吧盗窃案件下降了50%。
