With his announcement to withdraw all U.S. troops from Afghanistan by the 20th anniversary of 9/11, President Joe Biden is delivering on his promise to bring an end to the “forever wars” that were the defining features of what began as the “Global War on Terrorism” two decades ago. Eric Rosand writes that “The global terrorist threat today is qualitatively different than it was 20 years ago,” and, “therefore, the strategy for addressing it must reflect that change.”

The International Far-Right Terrorist Threat Requires a Multilateral Response

The International Far-Right Terrorist Threat Requires a Multilateral Response
Editor’s Note:
Right-wing terrorism is a problem around the world, and international connections within the movement are growing. Although the Biden administration promises to step up efforts to fight this danger, most of the efforts are concentrated at home. Jason Blazakis and Naureen Chowdhury Fink of the Soufan Center present lessons from past efforts to fight terrorism globally and offer ways to use international organizations and action abroad to fight right-wing terrorism at home.

Right-wing violence is a global phenomenon. The United Nations Counter-Terrorism Committee Executive Directorate (CTED) illuminated this global challenge in 2020 when it issued an alert that cited “a 320% increase in terrorist attacks by groups or individuals affiliated” with right-wing extremism. A U.S.-only focus to countering far-right terrorism will not curb this growing threat to international peace and stability. Though there are challenges to organizing a multilateral response, the United States, the United Nations, and other partners have tools available that they can adapt from efforts to disrupt the financing and organization of jihadist terrorist groups.

During the past two years, U.S. counterterrorism officials held meetings with their European counterparts to discuss an emerging threat: right-wing terror groups becoming increasingly global in their reach.
American neo-Nazis were traveling to train and fight with militias in the Ukraine. There were suspected links between U.S. extremists and the Russian Imperial Movement, a white supremacist group that was training foreigners in its St. Petersburg compounds. A gunman accused of killing 23 people at an El Paso Walmart in 2019 had denounced a "Hispanic invasion" and praised a white supremacist who killed 51 people at mosques in Christchurch, New Zealand, and who had been inspired by violent American and Italian racists.
