condition. so it was a scene just people are wounded. can t wait for an ambulance, we re going to move, five people did that. 11 others have been transported as well. they have been injured. we don t know exactly of all these we talk about the casualties here, how many of them were hit by bullets, trampled by others, ran into something we don t know. but we do have 11 people injured plus five patients taken by private vehicle to st. marie s hospital. live reporting here and you can see they re now accessing information from local sources. they are from our affiliate kntv in northern california. gilroy, california. if you re just joining us here on msnbc, it is 8:00 p.m. pacific time, 11:00 p.m. eastern. as we watch this breaking story coming out of northern california, again this location is a food festival. we got reports of this locally tat this happened right around 5:30. that would then put it around three hours ago, a little bit
less than three hours ago when the reporting is there was an active shooter. and at the latest we do not have confirmation of any of that here at nbc news, but what we re hearing from local sources and a local affiliate they were saying 11 injured and in terms of where they are in terms of local locations. we also hear according to the associated press that the local spokeswoman at a hospital there saying that they have at least five people hospitalized today from the gilroy garlic festival, that coming in from santa clara valley medical. in terms of information more than that, we don t have that in terms of their condition. the numbers at the moment in terms of active shooters, that were initially associated with reporting coming in around 5:30, 6:00 p.m. local time, again that
would be here eastern time around 8:30 or 9:00. we don t know the number. we don t know the type of firearm. we don t know as of yet where and which part of this food s s festival he was at. as mentioned it was about an hour and a half south of san francisco. the town of gilroy has less than 50,000 people but on a three day event like this and sunday being the third day, this would be not the pbusiest day. it would also be a day where most of the programming, the demonstrations of different types of dishes et cetera at these different food stands would have ended, according to the garlic festival itself the last scheduled event was 4:00 p.m. here we re looking at some live chopper cam pictures on the right side. the gilroy police department which was the fist to put out any information from a northern
california agency did say this, the hearts of gilroy police department and the entire community go out to the victims of today s shooting at the garlic festival. the scene is still active. when they said the scene was still active, this was about 36 minutes ago, and they also say that the reunification point for anybody involved in this is about ten minutes away or about if you were to walk, a good hour. again, that was about 30, 40 minutes ago that the police department there in gilroy did put out that piece of information. they also about 13 minutes ago did say a witness line and a family reunification line has been put out. they also are saying if you did see something today to please call the number they have on their twitter account, and they would of course suggest it s for emergencies only. we are looking potentially here of that reunification point. it is tough to tell, but this is a different scene than what we
did see earlier. this could still be at the christmas hill park. that s the location, by the way, of this garlic festival. and i do want to go to somebody who s on the phone with us right now. andrew blankstein who is nbc news investigative reporter. andrew, what do we know? right now we know there s still a suspect being sought in this shooting. as far as the number of people that have been hit i m hearing the same number that the bay-air, that number could go higher. but in terms of that the all out searches going on, not only the gilroy police department but other local law enforcement agencies that have been brought in to try to hunt for this suspect. andrew, at the moment we have very little official information. those who have been with us over the last half-hour, we have been
looking for confirmation of this event, the number of shooters, the type of firearm, those who are injured, whether this is active. how active active means? do we have any information related to that? well, i think it s definitely safe to say that it s active. i think one of the things you get when you get a shooting on the weekend especially towards the evening, there s folks first to respond to the scene and then the question of what they re actually encountering especially when there s an all out subject search is part of why you re getting the information that is flowing let s say if the happened in los angeles or san francisco, part of this obviously is, again, as you were referencing earlier, richard, this is a smaller town and a smaller police department so in
terms of an event like this you re going to try to get as many resources there as soon as possible. and in addition to looking for a suspect and getting a perimeter on the crime scene and then trying to process it, it takes an hour to get people in there, at least beyond the immediate circle, and then that s part of the reason why i think the information hasn t been as fwreek won t as we might normally see. i know you re going to continue to dig into this for us as we try to get more information here. andrew, thank you so much. we ll touch base with you in just a little bit. i want to go to a former fbi agent, msnbc contributor and analyst as analyst. as we look at this here, clint, we re getting some live chopper pictures. i believe this is of the festival area, i cannot tell, as the pictures do freeze and go as we re taking it live from the
chopper cam there locally. what are you seeing in these pictures right now? can you see these pictures right now, clint? i don t. i don t have your channel up. that s fine. and what we re looking at is a scene for the most part does not look like there s a lot of fast moving vehicles as we normally scene in active scenes we ve covered before. it looks like at the moment in terms of what they mean to be active is a different flavor of that. when you are looking at the information that is out there at the moment, clint, what are you taking away? well, some of the initial information suggests that there may have been one or two shooters that it was an individual, the information on here says a white male in his mid-30s firing a semiautomatic rifle. and to knock down and hit the 11 to 15 to 16 people, you know, this is someone likely firing a
fairly heavy semiautomatic rifle dressed in cami clothing, sounds like somebody who went there intentionally to do this, another witness talks about the bullets being sprayed around, not being shot at someone specific, so it may be someone who just went there to terrorize the entire grounds or perhaps just one particular individual that he couldn t find. it s billed as one of america s largest fairs. i had my four grandchildren with me, and one of the things that i would do is look for security. and i saw armed police officers, armed deputy sheriffs and private security officers that were armed, too. so, you know, this is across the country in virginia, but this appeared to be a lot of security, a lot of well armed
security. but of course you drop somebody in the middle like this, either they come from a parking lot or come from an exhibitors trunk or something and start opening up with a weapon like this, everybody s running, the sound starts bouncing off buildings. it sounds like it could be two players or two shooters. law enforcement is trying to get in and as you indicate helicopters are being brought in. they re trying to close down the perimeters as well as perhaps evacuate victims. so it s a very busy time, but the positive thing seems to be that the law enforcement may have identified, may have shot at least one individual. that may have stopped the shooting altogether. and now they re just trying to find out let s help the wounded, let s help the ones that are critical, let s get the subject in custody, let s find his vehicle, let s find if there s anybody else with him and let s figure out what this is all about. jim cav kavanaugh if you re
still with us, we re looking at some canine units, we did see a very large group of law enforcement leaving together about 20 or 30, upper right we saw earlier that the chopper cam was looking at a space of maybe 20 vehicles and that at that moment they were not moving much. the president tweeted about this saying law enforcement is at the scene of shootings in gilroy, california. be careful and safe. from president trump. so there s a couple of things to reflect on here. first off the video, what are you seeing and what did we just see? well, you know, i agree with everything you were saying. he s spot on. it looked like one of the
s.w.a.t. teams. i don t know if if was the gilroy pd or the sheriff s.w.a.t. team together. there were about 20 strong there. you see the k-9. you can see them gathered together, their helmets, their long guns. they re ready to deploy if feed. but, you know, we got reports, richard, on one shooter, two shooters. i ve never been to one of these where we didn t get reports of another shooter and it only turns out to be one shooter. you always get those kind of reports. and, you know, i think you and i and clint have been on the air when we heard those reports and there s two shooters when it turns out toby one. so that s not nailed down yet. sometimes they see people running, they see somebody running with a gun, sometimes it s a plain clothe officer nearby or a detective or somebody says there he goes, it doesn t mean there s not two. but there s all these reports of more than one, so you just have
to take that until you can see what the facts are. we just played from that witness, the local affiliate, the sounds of the gunshots from the cellphone. that was semiautomatic fire and sounded like semiautomatic rifle fire which is very loud. and one witness said it was a long gun, so it s all consistent information. i think the witness described to the local affiliate said it was a machine gun. that was not machine gunfire that we happen hearing. that was semiautomatic rifle firing we were hearing. jim, what we heard and that cadence just for folks joining us right now i think the reason why you re reflecting on that, that particular video that we heard and of course i am just summarizing here, it was pap, pap, pap, pap. it was something of that cadence, right? right, a semiautomatic rifle.
it s not a machine gun. it s not a fully automatic machine gunfire. it s one shot, one bullet for every pull of the trigger. listen, it s just as deadly, just as devastating. a 30-round magazine can be emptied in just a matter of seconds by one pull of the trigger by each of those 30 rounds. it s just not what a witness called a machine gun. we know we have a rifle shooting in there from one witness. and we have conflicting descriptions. i think as clint mentioned, was the gunman wounded? was he apprehended? we may have one gunman wounded, one apprehended, we don t know, and of course we have reports of a second but that s not uncommon. i ve been on the scenes of them. we ve chaesed down these other shooters and they ve turned out to be just ghosts orkris or
people thought they saw something. you re never really sure. it does change the dynamic as clint will tell you. we re both old negotiators and clint s a profiler and we like to think about, you know, what s inside the head of the criminal. you know, what s going on here now is what s in the head of the on-scene commanders. obviously it s to locate everybody and stop the killing. it s the initial response. you re trying to make organization out of the chaos. you don t have all the facts either. and you re getting facts from witnesses and police officers and detectives and phone calls and dispatch, and all of this information is coming, some of it s real and some of it s not. so they re looking at it sort of like we are looking at it. they re all just a step ahead because they ve got more precise information at the moment. but they still have to deal with the same fog we re dealing with,
richard, and our viewers are dealing with. that s the realtime feel we have in law enforcement, the same feel you get when you watch this. where are the killers or shooters, who are they, how many, what else is a foot, what else is going on? could there be mere attacks? remember in new zealand the killer was trying to go to another location. often these shooters will try to go to another location. it s imperative you find them and stop them. it may not be the only place even if it s just one shooter. and the difficulty for the commanders on that very point and over to you on this, clint, this particularly park is at the edge of residential areas, and it s very rural around the space. does that how does that affect if if they have not as of yet apprehended all suspects, make it difficult for them? again, the pictures that are
live on the left-hand side we see some law enforcement, what was a group of about 20 before, not necessarily looking at the moment that they have attached to undertake. that can mean a lot of different things, though. clint, i would go to you on this because you know what happens in these situations. well, it could. as where jim and i are the same on working something like this, one of the first things you want to do is get a perimeter around the entire site so that you re in control and no one comes in or leaves unless you know about it. and in that perimeter hopefully they may have contained that shooter, especially if we ve got a shooter down in this situation. if the shooter, he, she, they, manages to get out of that strongest outer perimeter that you have there, then there s the chance they could try to hijack a car, try to get into a building, a house, something like that and take hostages. that s as you know one of the
things that s been feared up in canada, the two fugitives that are on the run. they don t have a stolen car report but they think they may have gotten somebody to drive them or broken into a house. and this is what law enforcement is going to be doing until they can firm up one shooter, two shooters. do we have one down in custody in the park, is there a second person fleeing capable of shooting, as jim suggested perhaps moving onto another scene or do we have everything here? now, the odds are it would be more likely one person doing it, but of course you look at something like columbine and of course we saw two shooters there. so police can t really afford to go on the odds. they have to go on the evidence, and the evidence is going to be do we have anything whatsoever to show a second shooter if in fact we have the first one identified, located or dealt
with otherwise. you know, just to describe more of the topography here, this particular park is about 50 acres. in terms of borders to it, you ve got mountains. mountains make hills more appropriately said right on three sides of this particular park. this park like many has baseball diamonds, hiking, horseshoe areas, playgrounds. we have a nice broad view here from chopper cam. but in terms of being able to corner off where three sides of it basically are open to the hills or potentially open to the hills, not blocked off by streets which could be potentially easily more cordoned off. and again we re taking this picture that s coming and going live out of gilroy, california. how can they cordon off such an
area? it s very difficult to do. we ve tried to do in many cases. sometimes had success, sometimes not. as a shooter it depends on his mind. he could decide to go in the woods and come out shirtless and just start walking with the crowd and claim he s one of the festival goerst of the garlic festival and slip out. they can t possibly you re nautica rali nautica corralling every person in the festival. so a guy could easily blend in this area if he wanted to maybe escape that way. that s always the interesting thing to try to get ahead of the criminal. what is he doing, what are they doing, what are they thinking, where are they moving? does he want to stay all camoed up and go out suicide by cop, go
behind and get on the rocks, when you just don t know yet. all these things are open, the possibility is open any of those things could happen, and the commanders on scene, that s why you see their s.w.a.t. teams are moving here, maybe they think they need to be cleared. remember an taf agent was shot and the shooter laid in the brush and took him-hotsage. and they can lay down in that low grass with a rifle and as the s.w.a.t. team members walk they could shoot a s.w.a.t. member. so if the guy s out there and he s active, this thing is very, very dynamic. you know, hopefully the police chief, richard, will come out and just give some information about those facts. i mean, you know, just is there
anybody they re seeking, is there anybody in custody. you know, that will be good information for the community to know. lock your doors and so forth. and these are good pictures right now to give a sense of the difficulty for commanders on the ground here. some live pictures on the left-hand side. and what they are are k-9 units as well as law enforcement. about five, six, seven separated walking through brush by a cordon. again, clint, we re looking at a 51-acre park, three sides open to rolling hills. it is going to involve potentially what we re seeing live on the left-hand side here, to try to identify if there is indeed another suspect they would like to determine is on scene still. and again there s there s chopper cams from law enforcement, will they be using some sort of again heat sensing
night vision that would be able to sense who is out there in these rolling hills? one last point to you, clint, sunset. supposedly happened four minutes ago according to the alma nack local time. and that certainly is going to add another element to this. reporte . well sunset is going to add another element. many times good tactical teams are going to tell you they own the night. they have it on officers, on helicopters. they ll be putting drones up in the air, small pilotless drones they can cover the area with. so the combination of dogs, of helicopters, of planes, drones it s going to give them a real good coverage. and as much as we think, and we, it s getting night, we re going to lose the ability to see, they will still be able to see at night. one of the borders has a river it looks like or a creek that s running by it.
what sort of complication or assistance does that give law enforcement on the ground, again from what we understand it s still possible the scene is active and they are looking for a potential suspect. well, sometimes you get individuals that don t want to cross a natural barrier. they will allow themselves to be caught in an area or kept in an area. it s just something in their mind they don t want to cross. and you will get others who watch television, fugitive chases who will think if they can just walk through the creek run o or run-down the water a ways that will throw them off. putting a wide perimeter out as far as they can and then closing that perimeter in and then using their capability of night vision at night may well help to run this shooter or these shooters
down. look at this, jim. more pictures here. law enforcement on the ground on foot. it looks to be at least from this chopper cam they re being very deliberate and covering ground here. what are you seeing on this? exactly right. what happens if you lay still in the woods and you re not moving, that canopy, if you re moving if you start running, they re going to pick you up right away. if you went down to the creek or you get down the road or if the s.w.a.t. team moving through that s a flush team is moving you out and you start to move, they re going to pick you up. if you just lay low, if this guy lays low in there, that s really dangerous because the officers, you know, are going to have to do the search to press him, to press the contact to make him to move. and they may do some of that at
night. they may decide to do some of in daylight. it s going to have to be up to the commanders and what they feel they re searching for. is there any movement or or are they just clearing an area? so we don t really have that specific information. they may have somebody reports in a second but they may not be real firm. if they have real specific information there s someone in there like clint said ural, going to get a hard perimeter, choke that down, use the clear or night vision to their advantage. you may not want to walk up on him in the dark so they can shoot you. if they stay still under the canopy, it can be pretty difficult to see. you wait for daylight, maybe use some dogs. he s not going to get away if he s in the perimeter unless, you know, he stripped-down shirtless and walked out as a festival goer. don t discount that people can do that and think about doing
that, too. so the guy is going to shoot people, shoot a dozen people and run away he could have a different plan of escape. clint, as we watch this, on the left-hand side live pictures of vehicles. this has pretty much been what we have seen for the last hour. and when we try to understand the stage of this particular reported shooting we are looking for the activity that might give us an understanding where we re at, right? and what we have not seen since we ve gone on live to cover this breaking news story out of northern california, gilroy, california. it s about an hour and a half south of san francisco is we ve not seen ambulances leaving the scene, nor have we seen at least from this particular camera law enforcement leaving the scene. not seen ambulances leaving might tell us that all of those who were injured were evacuated,
were removed from this location, from this site earlier in the evening so far. what would you take away from that? well, i think that could be true. and realize that the search that s going on at that facility for multiple reasons, obviously they want to find the shooter and get him, her or them in custody. but secondly they may be wounded individuals that are shot someplace and police just haven t found them yet. there may be individuals who may have been hiding since the shooting took place either wounded or not. so, you know, there s going to be families that are going to start trying to account for family members who went to this festival. there s going to be calls coming in to law enforcement as well as law enforcement is simply going to look out at the parking lot, get the license plates off of all the cars and identify the cars that are left, try to match
them up and number one see if they belong to a victim, an employee or perhaps the shooter. you might assume that the shooter drove a vehicle there, so that s something they want to find, too. once they find it, of course, they have to be very careful for potential of ammunition, explosive devices, everything else. so i think if there s any hint of that you ll see atf in a much stronger presence. the fbi will be out there, bomb squads, s.w.a.t. teams. this is time where you have a lot of resources in multiple communities. they all come out for multiple assistance, anywhere from running the outer perimeter to flying the helicopters overhead to doing these real tough searches where you have to go from building to building, tent to tent, vehicle to vehicle. realize a shooter could even be hiding inside or under a vehicle in the parking lot.
this is all it has to be searched before they can declare the area sterile and since we know everybody s there and they should be there. as we look at if you can get a better sense of these two live pictures we ve been streaming coming out of gilroy, california, we are looking now at law enforcement bringing up lights on the right-hand side of the screen in brush. it is about to hit that time of the evening we were just talking about. we re also hearing from the local affiliate, this is consistent with what they have been reporting earlier from their local sources, 16 shot, they re also saying three dead, not confirmed by nbc news. but that s the local affiliate kntv as they try to get their hands around the data coming from local sources. i d say that s sad to hear. i d say from the posture of law enforcement they re not sure everybody s apprehended. they stay you want to do a
complete clear of that park. you saw the k-9s coming in with some tactical officers there. they re just not totally sure even if they have one person in custody, they still have to clear everything, they still have to make sure there s nobody else out there that could be a danger. and even a wounded victim who might have made his way into the trees or something that could still be injured. we just don t know do they have one in custody or not or do they just have a description. hopefully the chief will come out in gilroy soon and give the community an update. specifically i think the most important thing for the citizens is there a danger of someone at large or not? do they have one in custody and they re still making sure there s not another or do they have specific information one got away? because citizens need to know.
and this is the kind of case, richard, when you get a case like this, it s the police, the sheriffs, the highway patrol, the federal agents and every single citizen against the shooter so you want to leverage every single citizen against the shooter and to do that you ve got to give them some information. and you don t want to give them all the information, because you ve got to keep some of it, but you do have to give them some information because what you want to do is leverage them on your side. they want to be on your side. they want to be on your side. right now they re all wanting to help you. you ve got to get out and leverage that. that s how you catch him if he s running through a neighborhood or up in the mountains. i always used to say let s enlist them. we did that in many cases, like with the d.c. sniper, let s enlist the people that want to stop it and want to give us some
information. i think you ll see that soon. the sheriff or chief will come out and give some updates that might help the community realize what s going on and might help them apprehend anybody else if that needs to happen. there s going to be some search warrants tonight for sure if they can locate if they have a suspect at the residence. there s already work going on right now. the california investigators, the highway patrol, everybody up there, the intelligence units, they re all looking at this. they re all trying to gather information, you know, information they might have had about threats in the area, active terrorists in the area, active nazis, active haters. they re looking at all that stuff. you know, they re trying to put it together so that the gilroy detectives can have it if they need it. i guarantee there s a lot of information flowing about all
that stuff that we just don t see, but its all happening, and while this search is going on the ground, you know, for possible suspects, all that intelligence is spinning up around northern california right now. yeah, more questions than answers certainly right now. jim kavanaugh, former special agent, atf, thank you, sir, as always. an unfortunate story we have to report but always good to have you along with this as we try to understand this breaking story. if you re just joining us on msnbc during our breaking news coverage of a mass shooting of an active of what we believe scene according to police in gilroy, california, as we resum up for you, reset at the bottom of the hour in case you re just joining us. gilroy, california, hour a half south of san francisco, reports of a shooting. local affiliate reporting 16 shot, three dead, not confirmed by nbc news. also a local hospital reporting
five injured taken to their location. the police department there in gilroy, california, their last update via their twitter account was about an hour ago. they re saying the scene is still active. the live pictures we have for you on the right-hand side and the pictures wave been watching from chopper cams there in california, it s around 8:00 p.m. we re about three hours into this incident. it happened around three hours ago. bottom of the hour 5:00 hour is when they re saying an active shooter took place. that was the report coming out of northern california. you can tell sunset is now upon them. that happened is happening officially within the last 15 minutes. and so the lights you see in the lower left-hand side of your screen, those are live pictures. law enforcement now still working on the ground shoulder to shoulder at least what we seesaw when there was light moving through the perimeter and the grounds of christmas hill
park where this food festival was taking place. the town of gilroy, small. under 50,000. but during this festival they will see tens of thousands over the course of three days. we re now on day three. this report of an active shooter happened in the last 30 minutes of this festival. the last scheduled event at this festival was about an hour and a half before this shooting. so if there is a good time, and there is no good time, it was happening during a very quiet part of this three-day festival. how big is it? they bill themselves as one of the biggest if not the biggest food festivals in the country. if you are a northern californian you know about this festival, you go to it. it is always the joke of the town if you will that it smells great and you can smell it for a long way as you arrive and you leave, the little town of gil hp roy. this is what they are known for because of the amount of garlic
they grow in gilroy, california. it is unfortunate though based on the decades this festival has been going on that this year in 2019 on a sunday at their local time, 5:30, it ended in a way that it never had before. and so now as we do look at these live pictures, we re trying to understand as the police are saying, this is an active scene, what does that mean? is there another suspect they re looking for? it would appear they are certainly canvassing what is a very large park. and this is about a 50-acre park that is involved in this space. now nbc now able to confirm that 11 people were shot. nbc news able to confirm 11 people were shot at the gilrfesl in gilroy, california. we ll want to get you the latest video that is safe that we can actually broadcast for you. i want to go to clint who s
former fbi agent, also msnbc analyst and contributor. clint, that s the latest. here we are at the bottom of the hour. we re now looking at okay, let s go straight to kntv and then i ll get to you. our local affiliate. let s listen. here we have a tweet from california governor gavin newsom here. he says this is nothing short of horrific. tonight california stands with the gilroy community, grateful for the law enforcement s efforts and their continued work as this situation develops. it was in response to a tweet from the gilroy police department which if you can see at the bottom of your screen there has a very important phone number for anybody who s been separated from a loved one. it s a witness line and a family reunification line, that number
there. we also heard from president trump he has tweeted as well. san francisco 49ers, they ve bib on twitter saying we are deeply saddened to learn of the horrific tragedy unfolding in neighboring gilroy, our thoughts and prayers are with today s victims, their families and first responders on the scene. our local affiliate in these breaking stories happen, we get the information directly from on the ground. they ve been working their local sources. the number sometimes are different than what nbc news is confirming. we are confirming right now 11 people shot at the garlic festival in gilroy, california. lots of different reports, and this is why we wait before we confirm the numbers we have just given you within the last three minutes. lots of different reports in terms of the number are injured, in terms of the number potentially and we cannot
confirm any at this moment fatalities. what happened on the ground it was a lot of running initially, a lot of people then posting social media, coming to cameras, coming to microphones, making calls. let s listen in to one of the eyewitnesses and what they said earlier. i didn t really hear anything. i saw it. i watched him walk up and he walked up and almost like in he rose his gun up and started spraying around the grounds. he hit and i was working one of the pieces of equipment, the play equipment and he went right up and started spreading and walking across the field. he was walking like he wanted to get stuff done, and it was horrifying. were you working there? yeah, i was working as a vendor.
what happened then? everybody start running. i heard at least 15 or 20. as far as that, like, after that i just hid under the trailer and waited until i was told to run and i ran. and that s no, i had a coworker run up to me and he was with a cop, and he was like go, we ve got to get into the trailer and we all hid in there until we were able to move over to amphitheater. definitely not. it was a great day. we only had about an hour left. not even i think we had about a half-hour left. and we were all ready to pack up, go home, have a good day and he came in and ruined it. he looked like a tactical he had a vest on, long sleeve, tactical shirt, cargo pants, boots. he was ready to do some damage. i want to say yeah, it was definitely a rifle. i don t know, i couldn t really
tell. how loud was it? it kind of sounded like fireworks until i saw him walking around and walking up towards us so i just grabbed all the kids and ran. we were running one of the kids equipment and we had half of them up there, so i was pulling them out trying to get them out and run. a witness a bit earlier today speaking with our affiliate kntv and trying to remember some of the facts and details as he was leaving there scene there. local time 8:41 p.m. left side you can see one of the choppers surveilling the area. right-hand side, this is the scene we ve been watching all evening to see and get a sense of what is happening. because gilroy police here are saying this is an active scene, one that was potentially described earlier for some of the festival goers here at this food festival in gilroy, california krsh to remove folk tuesday the gathering area, the
holding area which is about a ten minute drive. nbc news is now able to confirm 11 people shot at this food festival in gilroy, california, a town known and it s maybe not a surprise given the type of festival here, known for its garlic. and the amount of garlic that s it s been traditionally able to grow in that space. we re also hearing from one of the eyewitnesses, what are your take-aways? clint, can you hear me? now, i can. we ve got a number of things going on. the multi-agency responses. i see everybody from sheriffs to federal agencies to police to fire departments. when a call like this goes out,
everybody comes. you drop what you re doing and come to a call like this. we re addressing who the shooter is. let s address, too, what we as parents and caregivers should do when we bring our kids into a carnival or festival atmosphere like this. one of the first things you should do is take your cellphone and take a picture of everybody in your party so you know what they look like, you know what clothes your kids are wearing. if you get separated from your children for any reason while you re trying to decide, gee, did they have on blue jeans or shorts, you have it on your cellphone. every time you go into an environment like this, take five seconds, take that picture. and number two, once you get inside identify the emergency exits. if something happens, a fire, explosion, in a case like this a shooting, other than the main exit how else can i gate my family out of here safely? so all of us have
responsibilities for our family and for others when we get into an environment like that. and we can handle that pretty quickly, taking pictures of people who are with us, finding the emergency exits. now, it sounds like the shooter in this particular case, your last guest who was an eyewitness described someone wearing tactical clothing, carrying a rifle. we heard these shootings before. many times we have mass shooters who like to pretend they re in their fantasy world, they re a member of some type of paramilitary organization, s.w.a.t., seal team 6, whatever in their mind they may think they re going to be. and of course they re coming into a target rich environment where there may not be a lot of people going to shoot book. the timing is interesting. to come in about 30 minutes before the festival is over with, that s, you know one would think that s a time when
the crowd was going to be fairly light. there was not going to be as many people there as say there would be at noon or 1:00 or something like that. so the shooter had a reason why he came in at that time. law enforcement is trying to determine that, but realize in carnivals, fairs like this, many times there are cameras sets up. there may be camera photographs, cameras where the parking areas are and law enforcement may be getting the dump on those photos right now, trying to see who exited a vehicle dressed in cami, carrying a weapon, coming into an environment. also they re going to be working the social media if the shooter is as has been described somebody 30 or younger, that s likely someone who is active on social media. and so many times when we go back and look at these mass shootings we see the shooter has been on within the last day, the last two days, the last two
minutes sometimes before the shooting complaining about something, providing the action they re taking. all of this has got to be done independently by law enforcement and yet they re counting on citizens too. if there s someone listening to this broadcast in california or wherever and they ve been on social media and they ve seen someone angry, stressful, rageful who s suggested he was going to do something, make people pay, that s the time to pass information onto the fbi, the atf. let them get it out to california and see if that can help. if the shooter has been shot, he s in custody and we just don t know about it because the police are doing an investigation, that s one thing. but if the shooter is on the loose capable of continuing to do something like that, they need all of the law enforcement and all of the local citizenry
looking getting that multiple set of eyes. citizens become force multipliers in a situation like this. just like jim kavanaugh referred to the d.c. sniper here years ago in the washington, d.c. area. that was through the help of just ordinary citizens who saw something, who passed that onto law enforcement that they were able to stop those two shooters. that could be something that could help this situation if the shooter is not already in custody. we re looking at still here live pictures coming out of gilroy, california. gilroy, california, if you haven t heard of it, they like to call themselves the garlic capital of the world. and the food festival appropriately called here the gilroy garlic festival, therefore, has been ongoing. this year 2019 is the 40th anniversary of the garlic festival in gilroy, california.
if you are driving up north to south or south to north, when you pass by this town, it is one of those towns after driving for a good amount of time you re looking at a city, and you re going ah, this is another small town along my way moving north to south. but today in gilroy, california, it s now 8:48 p.m. it has been a different ending on this 40th anniversary of this garlic festival. they like to also call it one of it largest food festivals in the world. again, gilroy, california, self-named garlic capital of the world. cedric alexander joins our conversation here. you know, i think for the layperson here, cedric, you look at this and go we re 30 minutes into sunset right now. boy, does certainly seem if they re looking for a suspect here and the police department is still calling it an active
scene, this is it s got to be more difficult somehow. well, certainly it s going to get difficult the later it becomes because you don t have as much light. but here we are again looking at a scene we ve seen so many times before and here you had very innocent people who were out spending their sunday afternoon with family members at the garlic festival, and here we go with another tragic shooting with people injured and possibly people even may have died from this. but, you know, as the night goes on it certainly makes it much more challenging for law enforcement to continue to do their work, but in an effort such as this, in an effort such as this nothing is going to i want to add this to the conversation. it s an unfortunate confirmation here we re able to report. again as was mentioned at least 11 shot according to three law
enforcement sources. nbc also now saying 11 people shot. but according to gilroy city councilman, one of the gilroy city councilman and a law enforcement investigation, they are now saying three have been pronounced dead. and that is a new piece of information for us here at msnbc. we re now able to say at least 11 shot and at the moment, three have been pronounced dead. cedric, to you. yes, our hearts and prayers going out to this community tonight. those that have survived and those that are injured. here we are again in another one of these situations but in california as you ll find across the country, police are going to be relentless in maintaining their position and if they re still looking for a suspect or other suspects who may have been involved in this tragic event
tonight, they will find them. they will locate them. but this is just so unfortunate and so sad that we see images of this again occurring here in our country. clint van zandt, we re now three and a half hours more or less into this incident. we re just now able to get more information that nbc news can report on right now. 11 shot. what s new in the last five minutes, three dead according to at least two sources at the moment. at the garlic festival there in gilroy, california. your thoughts? well, right now, the thoughts are the individual who did this, individual or individuals who are responsible for this, it sounds like they were just there to create murder and mayhem on almost anyone. the witness descriptions talk about the shooter just basically spraying bullets from what appears to be a semi-automatic rifle as opposed to some type of
grudge or family situation that we see where this could be considered a workplace and the shooter could go in and as obviously committed an act of violence in the workplace of the people who are there, but did they go in to target a specific individual or were any just there to kill anybody they could? it sounds like the latter at this time until police department gets a better handle on this. what we re seeing right now on the left-hand side here, cedric, to you on this if you can see it is a s.w.a.t. vehicle of some sort. we re 3 1/2 hours into this. very in terms of the platform of it for those who are familiar with the vehicles that we often were reporting on in iraq and afghanistan, this looks to be that type of a very, in terms of suspension, very much leveled high you know at the level of what we re used to seeing with mraps. this vehicle now arriving or
moving very late or i shouldn t say late but 3 1/2 hours in to this incident right now. not sure what this vehicle is here, cedric, if you do have a video signal where you re at. i mean, clearly, it appears to be an armor vehicle. i would assure you that s probably not the only armored vehicle that s going to be on that scene. an operation such as this when these types you have things happen, you re going to see much more equipment that s going to be brought in because number one, we don t know where their identifiable target may happen to be. we don t know if those subjects have sights on these officers who may be moving through that area trying to secure a scene. so you re going to see s.w.a.t. teams throughout california who are going to join their partners in bringing all available resources to try to secure that scene, keep the citizens safe, keep those officers safe until they can identify these subjects. those armored vehicles are
designed for incidents such as this. is this bomb disposal, is this bomb unit potentially. it could potentially be the. unit. it s kind of hard to tell with the lighting that s out there tonight. but one thing is for certain is, you see s.w.a.t. written on the back of one of these vehicles and you re going to see further vehicles like this and around that entire community throughout the night until this is brought to rest. clint, we are seeing the development of the movement of these two vehicles. it seems like there s some sort of assistance vehicle that came in behind this rather large vehicle. again, we don t know what it is or what type but clearly armored from what cedric was saying. your thoughts on and what phase this could be or what step this could be from enforcement, law enforcement on the ground right now? well, there s going to be levels of law enforcement that s brought in. i mean, your first responders are going to be deputies, police officers who are either
patrolling the fair or who are nearby. then they re going to reach out to major cities and get other resources. as roof reported, atf, fbi, they re already either on ground or en route. and then other major cities will contribute tactical vehicles and officers. we re looking on the left-hand side of the screen now at a tactical or at a s.w.a.t. team that s you know, they re gunned up, they re ready to go on a search once they re given a mission. so it looks like part of what this is going to take place tonight is basically taking that whole area laning it out in some type of a grid and then assigning all of these resources you have to start searching that grid. now, some are going to be able to do it very well because they ll have night vision goggles on them. other officers won t. if they don t have the night vision glasses, they will probably be assigned to an outer
perimeter and let these officers work the inner perimeter. but know at the same time there s going to be police dogs that are going to be working it. there will be helicopters, aircraft. there may be drones up in the air. there s a tremendous amount of tactical resources that can brought in to a manhunt like this, and it would appear that that manhunt may continue based upon the number of vehicles that are there and the preparation that we see the vehicle on left-hand side that s pulling out going somewhere, those officers were checking their weapons, they were checking the sights on the weapons. so they weren t taking their gear off. they were going to a location possibly to participate in in ongoing manhunt or search. if you re just joining us here on msnbc, we re reaching almost the top of the hour. a breaking story coming out of northern california there in the city of gilroy, california, by the map it is about an hour and
a half south of san francisco, california. and it is nightfall. this incident is about three and a half hours old. and we just got into msnbc within the last 15 minutes what nbc news was able to report. and that is at least 11 shot in a mass shooting. we do not have at the moment an understanding of the suspect. that has not been reported and we cannot report anything on the suspect as of yet. in addition to that, that three have been pronounced dead. and that is coming from a city councilman as well as a law enforcement official familiar with this investigation. both of those details that nbc news can report into us within the last 30 minutes. where are we in this particular incident? as you can tell, these live pictures that we are streaming for you on the left and the right, it is now nightfall.
unset happened about 45 minutes ago. and now law enforcement on the ground. it appears still very active. when we were able to be see what they were doing on the ground during the light of day, we saw seven, eight, nine law enforcement walking shoulder to shoulder with k-9 units around the perimeter, potentially of this location of this mass shooting. where is this location specifically in gilroy, california? it s in a park called christmas hill park. this is a park on three sides that is open to rolling hills. not necessarily at least from a layperson s perspective an area that would be easy to cordon off because three sides are open to the hills. and at the moment, what we understand is that they are still as we were talking about moments ago, moving vehicles. we have not seen a lot of activity in terms of law enforcement vehicles leaving the scene nor have we seen ambulances leaving the scene.
but again what we can report according to nbc news, three dead, at least 11 shot here in the town of gilroy, california, just to give you a sense, it s a small town about 40,000 people. and during this three-day garlic festival, in this town, which is called, they like to call themselves the garlic capital of the world. and on had festival, this year, 2019 is its 40th anniversary. this final day where they often will see thousands again coming to visit them overall. they have had this incident to finish off the four-decade anniversary of the festival in a small town in gilroy, california. we have with us still at this moment cedric alexander who is a former law enforcement executive and msnbc contributor. we also have clint van zandt former fbi agent who has been with us.
