you re in the situation room . the first republican presidential contest is two weeks away and a top obama adviser says the democrats are counting on a long primary season slugfest between newt gingrich and mitt romney. every word from the candidates could make a difference. jim acosta is covering the final sprint of the caucuses. jim, we re seeing a possible shift in the romney campaign strategy. what are you seeing? what are you hearing? reporter: well, there may be a big momentum shift for mitt romney out here in iowa, wolf. he had a pretty good debate on thursday night against the gop field. he merged pretty much unscathed. he was not the subject of the attacks from the other candidates. that was really newt gingrich s role. he was beat up pretty good during that contest. and so mitt romney came into a city and he said he plans to take over the voters in the coming weeks. what concerns me is that we have in washington a class of people who spent their whole ....

i m erin burnett. breaking news on what matters to all americans watching tonight. the payroll tax. democrats and republicans have been fighting for weeks over how to pass an extension. now, if it gets extended, the average american will save about $1,000 in taxes next year, senators have been meeting right now, and john thune of south dakota stepped out a moment ago. we re hoping some good news. what can you tell us? right, it s a two-month extension, erin. it has unemployment insurance, the payroll tax cut extension, and what we call the doc fix, the deals with physician reimbursements under medicare and it also has the keystone pipeline language that was in the house also in this particular senate bill. so i feel really good about where we are considering the fact that the senate democrats i don t think were comfortable with the pay fors that were being proposed. and we would like to have gotten a full year like what was passed through the house of representatives. ....

it comes from a federal justice department probe more than three years in the making and is detailed in a 22-page letter to the maricopa county attorney. detailing, a pervasive culture of discriminatory bias against latinas at the mcso, the maricopa county sheriff s office, that reaches the highest levels of the agency. in addition, the letter details a study commissioned by the department of justice that found latino drivers, quote, are four to nine times more likely to be stopped than similarly situated non-latino drivers. there s more in the report, documenting detention officers at the sheriff s jail using offensive slurs and profanities. calling them, quote, wetbacks, stupid mexicans, and slurs we can t mention on the air. according to the assistant u.s. attorney general for the civil rights division, they re also reviewing allegations that sheriff joe arpaio s department failed to investigate hundreds of alleged sexual assaults and child molestation cases. man ....
