Last decade or so where you have all this red ink and the surpluses are rather modest. And you see where we are. We barely have a surplus. Even if you add the Rainy Day Fund that would come up about where that black bar is. And nothing like all the red bars. Or you know, i thought of another way to do this. If we put it this way, you can see that were really doing well. There are a lot of restrictions on how the state can spend the money but the governor has plans for some of it.
