　　王学义：5月31日，中共中央政治局会议审议《关于优化生育政策促进人口长期均衡发展的决定》（以下简称《决定》），提出“进一步优化生育政策，实施一对夫妻可以生育三个子女政策及配套支持措施”，2021年6月18日国务院常务会议通过《中华人民共和国人口与计划生育法〈修正草案〉》，待提请全国人大常委会审议通过后，“三孩”政策正式实施。2021年7月20日由中共中央、国务院正式发布的《决定》，主要涉及八个方面的内容。
　　在我看来，实施“三孩政策”，主要是基于我国出生率下降、老龄化加深、人口结构性矛盾深化以及人口未来趋势等人口发展形势的考虑。有利于改善我国人口结构、落实积极应对人口老龄� ....
