Health is wealth | The Manila Times

Last of two partsDevolution of health sector turned out to be a bane rather than a boonCore problem: The transfer of health delivery systems to the local government units (LGUs) was lauded as the highest expression of devolution. However, the health outcomes across LGUs negated such an optimistic view. The awful truth is that many LGUs have low internal revenues and health capacities to absorb the health services transferred by the Department of Health (DoH). Poor health facilities, inadequate health professionals, low funds and fragmentation of the health systems continuously overwhelm LGUs. When you ask health workers at the LGUs, many would likely prefer to re-nationalize the health delivery systems back to the DoH. This does not even contend with the parochial politics which derail rather than help health service delivery.Possible solution: Congress should amend the Local Government Code and re-nationalize the health service delivery to the DoH in regions and provinces with high poverty incidence and widespread underdevelopment.

Doctors say it happens more than you may think, leading to a quarter of a million hospitalizations each year in the U.S.
