压实医疗机构主体责任，发挥行业组织自律作用，加大政府综合监管力度，畅通社会监督渠道。记者昨日从市卫生健康委获悉，我市将在推行医疗卫生行业综合监管相关制度的基础上，从4个方面入手建立医疗服务多元化监管工作机制，构筑政府监管、机构自治、行业自律、社会监督的医疗服务多元化监管工作局面。
压实医疗机构主体责任
推进医疗服务全员监管
各医疗机构将建立依法执业自查制度，每年至少开展一次全面自查、每季度至少开展一次日常自查，根据风险隐患、医疗纠纷等情况适时开展有针对性的专项自查。通过自查自纠自改，教育引导全体医护人员坚持依法执业，热情服务。落实自查奖惩制度，医务人员的依法执业情况纳入本人年度考核，并与绩效分配、评优评先、职称晋升挂钩。
发挥行业组织自律作用
推进医疗服务全要素监管
各医疗质量控制中心和行业协（学）会，将通过组织制定行业标准、规范执业行为、维护行业信誉等方式，推动我市医疗服务标准化建设，引导各医疗机构和从业人员自律。各医疗质量控制中心和行业协（学）会还将运用检查结果，发布典型案（事）例以及医疗技术、药品器械使用风险警示，对行业内从业人员和机构开展专业培训和宣传教育。
加大政府综合监管力度
推进医疗服务全系统监管
发挥乡镇街道、村（居）委会、基层医疗机构公共卫生服务卫生监督协管员的“哨点”“眼线”作用，在一定领域开展联合执法，强化监管结果综合运用。各区将结合医疗机构依法执业自查结果、信用评价结果、校验管理、既往监督检查、投诉举报、不良记分等情况，建立医疗机构信用记录，公布严重失信者“黑名单”，并向各区公共信用信息平台推送守信、失信及奖惩信息，建立以信用为基础的事前、事中、事后全流程监管机制。
畅通社会监督渠道
推进医疗服务全方位监管
用好12345全市统一投诉举报平台，畅通举报途径，规范线索处理程序，做到有报必查、查必有果。借鉴建立有奖举报制度的做法，鼓励公众提供违法违规案件线索，逐步实现对医疗卫生服务行业的全方位监管。
