Easing of restrictions, in-person classes hinge on vaccine rollout

PRESIDENT Rodrigo Duterte has directed Cabinet members to postpone relaxation of quarantine restrictions nationwide and conduct of in-person classes in pilot areas until the rollout of the vaccination program against coronavirus disease 2019 (Covid-19).
Cabinet Secretary Karlo Nograles, in a virtual press conference Tuesday, February 23, 2021, said the President issued the directives during the Cabinet Meeting in Malacañan Palace Monday evening, February 22.
The President turned down the recommendation of the economic team to place the entire country under modified general community quarantine (MGCQ), the least restrictive form of community quarantine, in March to allow the further reopening of the economy.

WHEELING — Ohio County Schools just isn’t ready to send students back to school five days a week while nearly a third of students continue to learn at home, Superintendent Kim Miller said Monday.
Last week, West Virginia Gov. Jim Justice issued an executive order allowing for full-time in-person instruction to resume in grades pre-kindergarten through eighth grade in the state’s schools.
But it isn’t a mandate, according to Miller. What is a mandate is that school districts continue to offer a remote learning option to students.

COVID Vaccine Rollout Slowly Improving In Washtenaw County

A new, more contagious strain of the coronavirus made its way to Washtenaw County earlier this month.  Since then, 13 cases have been confirmed in the county, and all University of Michigan athletic programs have been put on pause.  WEMU's David Fair discussed the latest information with Washtenaw County Health Department spokesperson Susan Cerniglia.

NEW YORK CITY — With New York City middle school students returning to in-person learning on Monday, the state has banned Mayor Bill de Blasio from requiring parents to fill out forms consenting their children to random COVID-19 testing as a pre-requisite for returning to the classroom.
In a letter obtained by Scripps station WPIX in New York City on Tuesday, New York Assistant Education Commissioner Kathleen DeCataldo wrote, "parent/guardian consent for COVID-19 testing of students may not be a condition of in-person learning or other school activities."

Dr. Howard Markel from the University of Michigan sees he now believes the COVID-19 pandemic is very different from the pandemic of 1918 now that we're seeing a downward trend in cases and deaths from the virus.  He blames the lack of vaccines in Washtenaw County and elsewhere around the state and around the country on the last presidential administration, which he says did not buy enough vaccines or plan ahead for what would be necessary to address the problem.  Dr. Markel found it interesting but wasn't sure why there are no confirmed cases of influenza in the community at a time where it typically peaks.  He said, "The most predictable thing about a pandemic is their unpredictability."

The University of Kentucky has announced in-person classes for Wednesday, February 10 are canceled. The COVID-19 vaccine clinic at Kroger Field will be closed as well due to inclement weather.

LOS ANGELES (KABC) -- Los Angeles City Councilmember Joe Buscaino doesn't understand why Los Angeles Unified School District hasn't opened for in-person learning at 25% capacity. He's introducing a motion to instruct the city attorney to look at what legal measures can be taken to get kids back in classrooms.
"Politics should not get in the way of educating our students, and apparently there's a lot of egos involved here. Adults in the room at a time where I have students up and down my district and throughout the city of Los Angeles who are struggling emotionally, depressed, stressed -- a lot of anxiety because they haven't been in a classroom," said Buscaino.
