MEMORANDUM FOR THE SECRETARY OF DEFENSE THE SECRETARY OF HOMELAND SECURITY
SUBJECT: Memorandum to Extend Federal Support to Governors’ Use of the National Guard to Respond to COVID-19 and to Increase Reimbursement and Other Assistance Provided to States
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121–5207 (the “Stafford Act”), and section 502 of title 32, United States Code, I hereby order as follows:
Section 1.  Policy.  Consistent with the nationwide emergency declaration concerning the coronavirus disease 2019 (COVID-19) pandemic on March 13, 2020, it is the policy of my Administration to combat and respond to COVID-19 with the full capacity and capability of the Federal Government to protect and support our families, schools, and businesses, and to assist State, local, Tribal, and territorial governments to do the same, to the extent authorized by law.

The strategy itself features seven specific goals, according to senior White House officials:
Restoring America's trust in the federal government
Launch a more expansive vaccination plan
Expand mask use, testing and the availability of public data
Invoke the Defense Production Act to surge pandemic resources
"Safely" reopen businesses and schools
Prioritize at risk-communities and advance "equity across racial, ethnic and rural/urban lines"

We are only three days into this new era and the recently inaugurated president's hand is on fucking fire. President Biden has already signed over two dozen executive actions and proclamations, largely undoing many of Trump's most destructive policies.
In his first week in office, Biden's orders primarily focused on bolstering the federal government's coronavirus response, reversing Trump's ass-backward environmental rollbacks, halting paranoid immigration policies, and attempting to provide a wee bit of economic relief. These executive actions can be pretty dry, so we're hoping to make this a little fun for you.

IV. Record Thine COVID Data
Executive Order on Ensuring a Data-Driven Response to COVID-19 and Future High-Consequence Public Health Threats
This order is all about data. While it doesn’t go into much detail, it does stress the president’s desire to enhance data collection around the virus — presumably infections, contact tracing, and the like. It calls for a “stronger public health infrastructure” to help “prevent, detect, and respond to future biological threats” but does not outline what that means. 
It’s possible that under this order the federal government may explore a digital tracking system or even a national database to aid in what it calls “collaboration capabilities.”
