About her perspective of where we are on cyber, and she work for the Bush Administration and the obama administration, and core author of the comprehensive National Cybersecurity initiative, which many of you are familiar with, and her plea, what she talked about was shes been at this since 2008, like many of us, and shes been kind of taken aback by the lack of an International Strategy that the United States seems to be pursuing, and i think its intriguing to hear what you have to say, what you guys think as a group. You raised the i. T. Issue, sort of like the quiet negotiations that jims been involved with, but what do you, as a group see, as the best mods model for an international set of standards, norms for Convention Heading towards as part of the information sharing. If youre a fortune 25, youre acting all over the world under a range of information sharing issues, not just the United States. Curious to see what the brain power on the panel thinks. I hope you look at the cyber
National captioning institute] committee. Performed by national captioning institute] [captions Copyright National cable satellite corp. 2013] the circumstances that led to this tragedy are multidimensional. Many issues raised by the tragedy such as the accuracy of our gun laws and the quality of our Mental Health care are outside the purview of this committee. As we have learned more about aaron alexis, a number of my colleagues and i have been asking each other why a troubled unstable individual possessed a security clearance from the United States government. Why was he originally granted a security clearance when he did not disclose his arrest record on his application . Why did the investigator responsible for looking into that arrest write up that alexis had, quote, retaliated by deflating someones tires instead of disclosing that alexis had shot those tires . We also wonder how such violence could have taken place in the navy yard which is more secure than just about any workpla
Not be letting when we give them the Good Housekeeping seal of approval, which is what this security clearance is, that ought to mean something. And if they breach it, that ought for something that we consider very serious with very serious consequences. And so i applaud your work. I would like to know how many have actually been discharged or disciplined for either lying on applications. Obviously they wouldnt get the clearance. But not reporting after the fact. Mr. Chairman, again, thank you for the time. Thanks. Those were tough questions. Senator mccaskill. I think one of the most revealing things this morning is the realization that while an arrest report may be part of a background check, there is not a requirement that the underlying Police Report be obtained. And i tell you why this is a shocking revelation. Like senator ayotte, im a former prosecutor, and the vast majority of cases that would review a mental disturbance will not have a disposition. The criminal Justice System
Valuation of his access reevaluation to his access of classified material, classified facilities, none of those. And i think this is i mean, every issue raised here today is important, but if we cant get to this, the interim period between a clearance and, again, whether its a five or 10year cycle, i think well continue to have these tragic instances. In 2005, interesting, a year before ricky elder enlisted in the army, two years before aaron alexis enlisted in the navy, the department of defense testified to this committee, and this was in june of 2005, about the automated continuous Evaluation System. And you all said you are going continuously evaluate the background. Mr. Prioletti, in your written statement, you noted three years earlier in 2008 three years later, from the 2005 testimony you gave before his committee, president bush said individual is eligible for shall be subject to continuous evaluation. That was an executive order back in 2008. I know we heard today, were workin
Thank you, michael. As you know, michael, i hope youre right that we are at an inflection point, but i agree with ambassador burton, that im afraid youre not. Maybe its because im too busy listen to robert kagen and krauthammer saying no, were not. Were doing fine the question is, what piece of evidence would convince them that the time has come to change course . You cite resistance from others, other great powers, the unwillingness to resources at home, and resistance to the public at large. There are still some that say we can clearly resource it. Sfrply raise taxes or cut other spending. Where is the u. S. Public resistance. We dont have people in marching in the street as we did after vietnam. Where is the evidence of balancing by other great powers . Can you point to something there . It seems we dont have sufficient evidence to convince the other side that its time to change course. Well, thats a good point, particularly about the other great powers. Now, it was one observed to
