After 8 00. How the person got there is a bigger mystery. There are unconfirmed reports that the person may have jumped from a car on the beltway. At one point one lane was getting by on the outer loop, two lanes getting by on the inner loop. That resulted in a huge backup. Mystery is how this person got on to the beltway. That person was taken to the hospital we are told with nonlife threatening injuries. Investigators are on their way to talk to this person.
