K. Prathapchandra Shetty resigns as Council chairman


‘Untoward incidents in the House hold a mirror to the system’
K. Prathapchandra Shetty quit as Chairman of the Legislative Council on Thursday, after reading out a nine-page resignation letter in which he said the recent “untoward incidents” in the House “hold a mirror to the system”, and seeking an apology from the people of Karnataka.
A motion to remove Mr. Shetty had been tabled in the Council and it was set to be taken up for discussion. However, he chose to quit and submitted his resignation to Deputy Chairman M.K. Pranesh. Now, senior JD (S) member Basavaraj Horatti is all set to be elected as the new Chairman.

A committee will probe the genuineness of the reports that Congress member Prakash Rathod had been watching objectionable videos on his phone during the question hour on Friday.
The announcement came from Council chairman K. Prathapchandra Shetty on Monday, after the House convened. The panel will have B.K. Hariprasad, Tejaswini Gowda and Marthibbe Gowda as members. Mr. Rathod earlier denied the allegations.

Election to the post of Deputy Chairman of Legislative Council, which has fallen vacant, has been necessitated with the filing of nomination by BJP and Congress candidates. The election will be held on Friday.
While BJP legislator M.K. Pranesh filed his nomination papers on Thursday, Congress asked it’s senior member K.C. Kondaiah also to file his nomination for the post.

In a coming together of the ruling Bharatiya Janata Party (BJP) and the Janata Dal (Secular), the former has now decided to support a JD(S) candidate for the post of the Chairman of the Legislative Council when the seat falls vacant, while settling for the Deputy Chairman’s post for a party candidate.
Senior JD(S) member Basavaraj Horatti, who has lobbied hard for this alliance, will be the JD(S) candidate for the Chairman’s post, while BJP member M.K. Pranesh will file his nomination papers for the Deputy Chairman’s post on Thursday morning, sources said.

The special committee set up by Legislative Council Chairman K. Prathapchandra Shetty to inquire into the pandemonium that unfolded in the Council last month seems to be besieged with problems.
Close on the heels of BJP MLCs A.H. Vishwanath and S.V. Sankanur withdrawing from the committee, Law and Parliamentary Affairs Minister J.C. Madhuswamy on Monday said that the government will not take cognisance of the report submitted by the committee.

Legislative Council Chairman K. Prathapchandra Shetty is on Monday learnt to have directed the formation of a special legislature committee, led by senior JD(S) MLC Maritibbe Gowda, to probe into the pandemonium in the Council on December 15.
The formation of the committee follows Council Secretary K.R. Mahalakshmi’s report to the Chairman, submitted three days ago, that said S.L. Dharme Gowda, Deputy Chairman of the Council, “spontaneously” occupied the chair to conduct the session, which witnessed Mr. Dharme Gowda being pulled from the Chairman’s seat over a row related to the no-confidence motion sought to be moved against the Council chairman. The Secretary, said in her report, that she had informed the rules of the House to the Deputy Chairman. But Mr. Dharme Gowda occupied the chair and started conducting the business, sources said.

Bengaluru, Dec 22: Chairman of Karnataka Legislative Council, K Prathapchandra Shetty, is learnt to be readying to quit his post. He has already vacated the government quarters and returned the vehicle allotted to him by the government.
In the legislative council, JD(S) has already tendered a letter pledging its support to the BJP. Therefore, prima facie, Shetty has lost the confidence of the house. Parliamentary procedures are the only things which need to be complied with now. It is said that Shetty wants to quit before these processes happen.

Legislative Council Chairman K. Prathapchandra Shetty should have followed the precedent set by former Chairman D.H. Shankaramurthy when a no-confidence motion was tabled against him, said Pratap Simha Nayak, MLC, on Friday.
Speaking to reporters here, Mr. Nayak said when the motion was to be put for voting, Mr. Murthy did not occupy the seat of Chairman and sat with the other members while Deputy Chairman Marithibbe Gowda conducted the proceedings on June 15, 2017. It was another matter that the motion was defeated by one vote, he said.
