America Still Needs Counterinsurgency

In 2006, when the U.S. war in Iraq was at its low point, the American military rediscovered counterinsurgency (COIN). This doctrine, developed in the 1950s by military innovators such as the British field marshal Gerald Templer in Malaya and the U.S. operative Edward Lansdale in the Philippines, holds that a military can’t defeat an insurgency by simply killing insurgents. In fact, by killing indiscriminately, one may actually create more enemies than one eliminates. The way to prevail, according to COIN doctrine, is to provide ordinary people with security and basic services. ....

During the April 2021reporting period, the HAG recorded 117 access impediments, a slight decrease compared to 148 incidents recorded during March.[1] Taliban continued to originate the most incidents (86) followed by community members (14) and ANSF, who affected seven incidents.  Movement Restrictions constituted (56 per cent) of the access impediments, followed by Military Operations and Kinetic Activity (18 per cent) and Violence/Threat Against Humanitarian Personnel/ Assets/ Facilities (14 per cent). The onset of Ramadan, accompanied with increased insecurity in Southern, Western and Central regions has resulted in both a significant reduction in Interference incidents in April (ten) compared to March (45), as well as reduced humanitarian operations during the reporting period. Interestingly, there was only one Taliban levy request incident recorded in April compared to seven in March, that may also be linked to reduced humanitarian programming due to insecurit ....

OPINION The Biden administration is reviewing not just the February 2020, Trump administration agreement with the Taliban that calls for all U.S. forces to be out of Afghanistan by May 1, but also the impact of Trump’s surprise, pre-election, October tweet to cut current troop levels to 2,500 from 4,000 by last Christmas.
On November 17, as a lame duck, Trump ordered then-Acting Defense Secretary Christopher Miller to carry out the reduction. However, Congress in the fiscal 2021 Defense Authorization Bill, which passed January 1, limited use of funds to lower below 4,000 the U.S. forces in Afghanistan without a report detailing the impact such a reduction would have on U.S. counterterrorism objectives and the Afghan peace talks. ....
