ജൈവസാങ്കേതിക വിദ്യയിൽ സസ്യപ്രജനനത്തിനുള്ള പങ്ക്
ജൈവസാങ്കേതിക വിദ്യ, സസ്യപ്രജനനത്തിന് വേണ്ടി കേരളത്തിൽ ഉപയോഗിച്ചുതുടങ്ങിയത് 1990കളിലാണ്. കാർഷികമേഖലയിൽ വലിയ കുതിച്ചുചാട്ടം സൃഷ്ടിക്കുന്നതിന് സാങ്കേതികവിദ്യ ഉപയോഗിച്ച് സസ്യങ്ങളുടെ കോശകലകൾ പ്രത്യേക സാഹചര്യത്തിൽ വളർത്തി തൈകൾ ഉല്പാദിപ്പിക്കുകയാണ് ഇതിലൂടെ സംഭവിക്കുന്നത്. സസ്യകോശകലകളെ വളർത്തി അതിന് ഒരു ചെടിയായി തീരുവാനുള്ള കഴിവിനെ പ്രയോജനപ്പെടുത്തുകയാണ് ചെയ്യുന്നത്. ഇപ്രകാരം ചെയ്യുന്ന പ്രക്രിയയെ ടിഷ്യുകൾച്ചർ എന്നറിയപ്പെടുന്നു. പ്രത്യേക ലാബ് സൗകര്യങ്ങൾ ഒരുക്കിയാണ് ടിഷ്യുകൾച്ചർ തൈകൾ ഉല്പാദിപ്പിക്കുന്നത്. സാധാരണ ഒരു ലാബിലെ പരിമിതമായ സ്ഥലവിസ്തൃതിയിൽ നിന്നും അഞ്ച് ലക്ഷം മുതൽ പത്ത് ലക്ഷം തൈകൾ വരെ ഒരു വർഷം ഉല്പാദിപ്പിക്കാന്‍ കഴിയും. മാതൃവിളയുടെ അതേ സ്വഭാവത്തിലുള്ള രോഗവിമുക്തമായ തൈകൾ അതിവേഗത്തിൽ ഗുണിതങ്ങളായി പ്രജനനം നടത്തുന്നതിന് സാധിക്കും. ഉദാഹരണത്തിന് നല്ല ഗുണമേന്മയുള്ള ഒരു വാഴക്കന്നിൽ നിന്നും ആയിരക്കണക്കിന് തൈകൾ കുറഞ്ഞ ചെലവിൽ ഉണ്ടാക്കുന്ന ഒരു പ്രക്രിയ ആണിത്. കേരളത്തിൽ കൃഷി വകുപ്പ് ടിഷ്യുകൾച്ചർ സെന്റർ പ്രവർത്തനം ആരംഭിക്കുന്നത് 2000ൽ ഇടതുപക്ഷ സർക്കാരിന്റെ കാലത്താണ്. കഴക്കൂട്ടത്ത് സ്ഥാപിച്ച ഈ കേന്ദ്രം ഇപ്പോൾ വിപുലീകരിച്ചുകൊണ്ടിരിക്കുകയാണ്.
കേരളത്തിൽ പഞ്ചായത്തിരാജ് ചട്ടവും അധികാര വികേന്ദ്രീകരണവും നടപ്പിലാക്കിയപ്പോൾ ബയോടെക്നോളജി സാങ്കേതികവിദ്യ കാര്യക്ഷമമാക്കുന്നതിന്റെ ഉത്തരവാദിത്തം ജില്ലാപഞ്ചായത്തുകൾക്കാണ് നല്കിയത്. എന്നാൽ ഭൂരിപക്ഷം ജില്ലാ പഞ്ചായത്തുകൾക്കും ഇക്കാര്യത്തിൽ പുരോഗതി കൈവരിക്കാൻ കഴിഞ്ഞില്ല. കൊല്ലം ജില്ലാ പഞ്ചായത്ത്, 2007ൽ കൊല്ലം ജില്ലാകൃഷിഫാമിലും 2012ൽ കണ്ണൂർ ജില്ലാപഞ്ചായത്ത് തളിപ്പറമ്പിൽ സ്ഥിതിചെയ്യുന്ന കണ്ണൂർ ജില്ലാകൃഷിഫാമിലും ടിഷ്യുകൾച്ചർ ലാബുകൾ സ്ഥാപിച്ച് പ്രവർത്തനക്ഷമം ആക്കിയിരുന്നു. ഇതിൽ തളിപ്പറമ്പ് ഫാമിലെ ലാബിന്റെ കാര്യം എടുത്തുപറയേണ്ടതാണ്.
കൃഷിവകുപ്പ് നേരിട്ട് നടത്തുന്ന കഴക്കൂട്ടത്തുള്ള ലാബിന്റെ ഇരട്ടിയിലധികം ശേഷിയും ആധുനിക സാങ്കേതികവിദ്യകളുമാണ് ഉപയോഗിച്ചിരിക്കുന്നത്. ജില്ലാ പഞ്ചായത്ത് സ്ഥാപിച്ച ലാബുകളിൽ അധിക തസ്തികകൾ ഒന്നും സൃഷ്ടിക്കാതെ തന്നെ നിലവിലുള്ള സംവിധാനം ഉപയോഗിച്ച് മാത്രമാണ് പ്രവർത്തിക്കുന്നത്. ഈ ജില്ലാ ഫാമുകളിൽ നിലവിലുള്ള കെട്ടിടങ്ങളിൽത്തന്നെ ചില മാറ്റങ്ങൾ വരുത്തി സ്ഥാപിച്ച ലാബുകളിൽ ഒരു വർഷത്തിനകം തന്നെ തൈകൾ ഉല്പാദിപ്പിച്ചു നല്കുവാൻ കഴിഞ്ഞു എന്നത് ശ്രദ്ധേയമാണ്. കണ്ണൂരിൽ നടീൽ വസ്തുക്കളുടെ ഉല്പാദനം തുടങ്ങിയ ശേഷം വിപുലീകരണം നടത്തി 6000 സ്ക്വയർ ഫീറ്റ് വിസ്തൃതിയിൽ പുതിയ കെട്ടിടസമുച്ചയം നിർമ്മിച്ച് ഇതിന്റെ പ്രവർത്തനം തുടങ്ങിയിരുന്നു. പുതിയ സാങ്കേതിക സൗകര്യങ്ങളും ഊർജ്ജസംരക്ഷണത്തിന് മുൻഗണനയും നൽകിയാണ് ലാബിന്റെ നിർമ്മാണം നടത്തിയത്. എന്നാൽ ഇവയ്ക്ക് വകുപ്പിന്റെ കാര്യമായ പിന്തുണ ലഭിക്കാത്തതിനാൽ നിരവധി പ്രശ്നങ്ങളുണ്ട്.
നടീൽ വസ്തുക്കളുടെ ലഭ്യത ഉറപ്പ് വരുത്തുന്നതിനും ടിഷ്യുകൾച്ചർ എന്ന സാങ്കേതിക വിദ്യക്ക് കഴിയും. പ്രത്യേകിച്ച് വാഴ, അലങ്കാര ചെടികൾ, പുഷ്പകൃഷി എന്നിവയിൽ വലിയ മാറ്റങ്ങൾ കൊണ്ടുവരുന്നതിന് സാധിക്കും. കൃഷിവകുപ്പിലെ ഉദ്യോഗസ്ഥരുടെ സാങ്കേതിക അറിവും ജില്ലാ പഞ്ചായത്തുകളുടെ പിൻബലവും വകുപ്പിന്റെ ആസൂത്രണവും ഉണ്ടെങ്കിൽ എല്ലാ ജില്ലകളിലും കൃഷിഫാമുകളിലും ലാബ് സംവിധാനം ഒരുക്കുന്നതിന് സാധിക്കുന്നതാണ്. സംസ്ഥാനത്തെ ഫാമുകളിൽ നിന്നുള്ള വരുമാനം എല്ലാ ജില്ലാപഞ്ചായത്തുകളിലും തനത് ഫണ്ടായി നിക്ഷേപിച്ചിരിക്കുകയാണ്.
ഈ തുക പല ബാങ്കുകളിലും സ്ഥിരം നിക്ഷേപത്തിലോ സേവിങ്സ് അക്കൗണ്ടിലോ കിടക്കുകയാണ്. ഇങ്ങനെയുള്ള ഏകദേശം പന്ത്രണ്ട് കോടിയിൽപരം രൂപ കൊല്ലം ജില്ലാ പഞ്ചായത്തിന്റെ സ്ഥിരം നിക്ഷേപമായി പല ബാങ്കുകളിലായി കിടക്കുന്നതായി ഓഡിറ്റ് വിഭാഗം തന്നെ കണ്ടെത്തിയിട്ടുണ്ട്. ഫാമുകളിൽ നിന്നുള്ള വരുമാനം മറ്റ് കാര്യങ്ങൾക്ക് വിനിയോഗിക്കാൻ പാടില്ല എന്നാണ് നിയമം. ഇങ്ങനെയുള്ള തുക ജില്ലാപഞ്ചായത്തുകൾ ബയോടെക്നോളജി വികസനത്തിന് ഉപയോഗിച്ചാൽത്തന്നെ വലിയ മുന്നേറ്റം ഈ രംഗത്ത് സൃഷ്ടിക്കാൻ കഴിയും എന്ന കാര്യം ഉറപ്പാണ്.
ടിഷ്യുകൾച്ചർ എന്ന സാങ്കേതികവിദ്യ ഉപയോഗിച്ച് നടീൽ വസ്തുക്കൾ ഉല്പാദിപ്പിക്കുന്നതുപോലെ തന്നെ പ്രാധാന്യമുള്ളതാണ് സാങ്കേതികതയുടെയും ഉല്പാദനത്തിന്റെയും ആസൂത്രണവും. സാങ്കേതിക ആസൂത്രണത്തിൽ ഹൈടെക് കാര്യങ്ങൾക്ക് മാത്രമായി ഒരു കേന്ദ്രവും മറ്റ് കാര്യങ്ങൾക്ക് നിരവധി കേന്ദ്രങ്ങളും ആവശ്യമാണ്.
നിലവിൽ കൃഷിവകുപ്പിന് കീഴിൽ ശക്തമായ ഒരു ടിഷ്യുകൾച്ചർ സെന്റർ കഴക്കൂട്ടത്തുണ്ട്. നാല് കൃഷി ഓഫീസർമാരും ഒരു അസിസ്റ്റന്റ് ഡയറക്ടറും ഉൾപ്പെടെയുള്ള സാങ്കേതിക പിൻബലത്തോടെയാണ് സെന്റർ പ്രവർത്തിക്കുന്നത്. ഇവിടെയുള്ള ജോലി സാങ്കേതിക പരിജ്ഞാനം കൂടുതൽ ആവശ്യമുള്ളതാണ്.
കൃഷിവകുപ്പിൽ തന്നെ ഇരുപതിലധികം പേർ പ്ലാന്റ് ബയോടെക്നോളജിയിൽ ബിരുദാനന്തര ബിരുദം നേടിയവർ ഉണ്ട്. ഇവരിൽ നിന്നുള്ളവരെ ബിഎംഎഫ്‌സിയിൽ നിയമിച്ചാൽ സെന്ററിന്റെ പ്രവർത്തനം കാര്യക്ഷമമാക്കുന്നതിന് സാധിക്കും.
കൃഷിവകുപ്പിന് കീഴിൽ കേരളത്തിലെ ബയോടെക്നോളജി വിഭാഗം നിയന്ത്രിക്കുന്നതിന് ആവശ്യമായ ഒരു കേന്ദ്രം നിലവിൽ ഇല്ല. അതിനാൽ കഴക്കൂട്ടം ലാബ് ഒരു ഉല്പാദന സ്ഥലം എന്നത് മാറ്റി കേരളത്തിലെ മറ്റ് സ്ഥലങ്ങളിൽ ലാബുകൾ സ്ഥാപിക്കുന്നതിന്റെയും അതിന് വേണ്ടുന്ന സാങ്കേതിക പിൻബലം കൊടുക്കുന്നതിന്റെയും സെന്റർ ആക്കി മാറ്റുന്നത് പ്രയോജനകരമാകും. എല്ലാ ജില്ലകളിലെയും ഫാമുകളിൽ ലാബുകൾ സ്ഥാപിക്കുന്ന ചുമതല ഈ സെന്ററിനായിരിക്കണം. ഇതിലൂടെ ഗുണനിലവാരമുള്ള നടീൽ വസ്തുക്കൾ കുറഞ്ഞ വിലയ്ക്ക് കൃഷിക്കാർക്ക് വിതരണം ചെയ്യാൻ സാധിക്കും. മാത്രമല്ല വിവിധ മേഖലകളിൽ ഏതൊക്കെ ഇനം വിളകൾ പ്രോത്സാഹിപ്പിക്കാൻ കഴിയും എന്ന കാര്യത്തിൽ ഒരു വ്യക്തതയും ഉണ്ടാകും. കൂടാതെ തൈകളുടെ ഗുണനിലവാരം, വൈറസ് രോഗങ്ങളെ കണ്ടെത്തി നിയന്ത്രിക്കൽ എന്നിവയൊക്കെ കേന്ദ്രസ്ഥാപനത്തിൽ നിർവഹിക്കുന്നതിന് കഴിയും. കർഷകരോട് ഏറെ പ്രതിബദ്ധതയുള്ള ഇടതുപക്ഷസർക്കാർ ദീർഘവീക്ഷണത്തോടെ ഈ കാര്യങ്ങൾ കാണുകയും അതനുസരിച്ച് പദ്ധതികൾക്ക് രൂപം നൽകുകയും വേണം.
