低碳新时代开启，家电产品节能减排技术持续升级

　　中国是全球最大的家用电器生产和消费国。家用电器保有量的迅速增长带来了巨大的能源消耗，也加重了对环境的污染。因此，包括中国在内的世界各国，都通过制定和实施能效标准、推广能效标识制度来提高用能产品的能源效率，提高产品的能效水平和消费者节能意识，促进节能技术进步，进而减少有害物的排放，保护环境。
　　中国能效标准主要规定了用能产品的能效限定值，根据产品特性不同，有时也包括节能评价值、能效分等分级、超前能效指标等。经过多年的实施，能效标准与能效标识已被证明是在降低能耗方面成本效益最佳的途径，同时将带来巨大的环境效益，也为消费者提供了积极的回报。
　　2005年3月，冰箱和空调能效标识制度正式实施，标志着中国能效标识制度建设迈出第一步。至此，凡在中国生产、销售、进口被纳入能效标识产品目录及相关要求的产品，必须满足能效限定值要求，并需要粘贴“中国能效标识”。随后，为推广高效节水产品，提高用水效率，推动节水技术进步，中国还制定了《水效标识管理办法》以及多款产品的水效标准。
　　据《电器》记者不完全统计，在国家标准全文公开系统，截至目前，家电产品的能效标准和水效标准共有23项，核心部件的能效标准2项。随着科技的发展和节能技术的发展，多品类标准已经历多次修订更新。家电产品相关能效标准和水效标准概况见表1。
　　能效标准和能效标识的实施，带来的社会效益非常明显。百度百科能效标识词条显示，实施能效标准和能源标识，在2020年将节电277.5TWh，约折合节能量1.29亿吨标准煤。也就是说，通过制定和推广能效标准、实施能效标识，未来20年中国城乡居民生活用电量的预期增长可以减少近85 %。到2020年，能效标准与标识的实施总共将减少1.1亿多吨的碳排放量，对改善环境质量、提高人民生活质量作用匪浅。
　　
　　随着“双碳”目标的提出，家电产品“碳标识”也进入行业视野。2021年两会期间，全国人大代表、美的集团家用空调创新中心主任李金波建议，健全“碳标识”法规，建立中国家电产品碳排放评价标准和中国家电产品“碳标识”。
　　李金波指出，目前，中国碳标识制度运行的主要指导性文件是生态环境保护部《中国环境标志低碳产品标识使用管理暂行办法》，以及国家发改委印发的《低碳产品认证管理暂行办法》，不论从立法层级还是从具体制度的设计与安排上来说，法律保障处于缺位状态，有必要进行完善。因此，他建议，中国因参考现有相关国际法规，完善“应对气候变化法”“环境保护法”，建立中国产品“碳标识”制度。
　　低碳产品认证是通过向产品授予低碳标志，向社会推进以顾客为导向的低碳产品采购和消费模式。以公众的消费选择引导和鼓励企业开发低碳产品技术，向低碳生产模式转变，最终达到减少全球温室气体的效果。该认证为自愿性认证制度，按照原有中国环境标志认证体系，对通过认证的该类产品授予中国环境标志低碳产品认证证书，以体现该类产品对减少碳排放、保护气候方面的积极作用。
　　《电器》记者发现，目前，低碳产品认证目录共涵盖7种产品，尚不包含家电整机产品，没有对中国家电产品进行碳排放评价。但中国环境标志所采用的环境产品技术要求系列标准中，包含洗衣机、制冷器具、吸尘器、洗碗机、空气净化器、微波炉、燃气灶具、食具消毒柜、吸油烟机等多项家电产品的要求。
　　在两会后的媒体采访中，李金波介绍，目前，中国已经建立了完善的能效标识法规以及执行体系，成功减缓了家用、办公产品在消耗电能和天然气方面的增长势头，减少了二氧化碳的排放。但能效标识仅与家电使用过程的间接温室气体排放有关，不能涵盖生产、回收过程的直接温室气体排放。他表示，鉴于当前国际、国内形势以及发展低碳经济的紧迫性，健全的碳标识制度是基础和重点。
　　“碳标识”的提出，不仅可以通过绿色消费引导消费者改变消费习惯和行为方式，推动家电产品实现低碳化，也将对供应链及国际贸易产生影响，甚至可能成为贸易壁垒。
