Because what its trying to do is have a Level Service or a citywide basis in an area with lower density residents you dont need as much transit as the higher density area so when we worked on the Capital Planning meeting, is to affect all impact fees and if you are in a neighborhood with a high person per acre which is the term we use or person per block then your Service Levels are different for all different facilities, streetscapes, parks.
