Es más, fomentaba en el discurso la ideología de la no violencia y el respeto hacia la población, a tal punto que los miembros de las fuerzas represivas, de la policía, el ejército y la marina, no cometían exhibiciones de abusos y arbitrariedades innecesarias, en contra de la población civil. La idea era que al ver a sus representantes, no hubiera desconfianza, sino que despertaran seguridad, en un clima de tranquilidad.
