Caldwell will sign an agreement by the end of this year, he noted. The wastewater treatment plant owned by Caldwell serves six towns: Caldwell, North Caldwell, West Caldwell, Essex Fells, Roseland and parts of Fairfield. Revenues and fees paid by the towns cover the operating and capital costs of the utility. The plant operator is Mott McDonald. Members of the Caldwell governing body also are members of the Sewer Board. The plant is under strict oversight by the state Department of Environmental Protection after it exceeded capacity in 2018. Kelley pointed out that it would take about four years to complete upgrades of the plant so decisions needed to be made soon.
