TOPEKA, Kan. (AP) A commission established by Kansas Gov. Laura Kelly in response to the mass civil unrest over racial injustice earlier this year is urging state lawmakers to ban officers from entering a home without announcing their presence, but it’s unclear how aggressively the Legislature will pursue it.
The recommendation by the Governor’s Commission on Racial Justice and Equity is modeled after federal legislation proposed this year by Democrats in Congress amid a growing call to ban “no-knock” search warrants after Breonna Taylor was killed in her Louisville home by officers in March.

Kansas Sen. Ty Masterson didn t wear a mask at a Nov. 9 task force hearing at the Statehouse because, he told people in attendance, he already had COVID-19.
TOPEKA Kansas Senate President-elect Ty Masterson has had COVID-19 and told people at a legislative hearing at the Statehouse that his recovery from the illness makes it unnecessary for him to wear a mask in public.
The Republican from Andover, who believes mask requirements interfere with personal liberty, declined to say when and how he had been infected. His spokesman said Masterson posed no risk to those who were present at the Nov. 9 meeting where Masterson talked about his previously undisclosed illness.
