DOJ won't issue legal opinion on UP-DND pact unless requested — Guevarra

The Department of Justice (DOJ) will not issue a legal opinion on the termination of the University of the Philippines-Department of National Defense accord unless requested, Secretary Menardo Guevarra said Monday.
Guevarra has declined to comment on the unilateral termination of the UP-DND pact, saying the matter may reach his office for adjudication.
Considering the "apparent dispute" between UP and the DND on the validity of the termination of the accord, the secretary said the DOJ will view any request for legal opinion as a request for administrative adjudication or settlement under the Revised Administrative Code.
"The SOJ, as attorney general, does not issue legal opinions or commence administrative adjudication proceedings unless requested by heads of government agencies or other state instrumentalities," he said in a message to reporters.

After completing its forensic examination of Christine Dacera's remains, the National Bureau of Investigation (NBI) will look into the phones of the persons of interest in the flight attendant's death, Justice Secretary Menardo Guevarra said Monday.
"The NBI digital forensic team will now proceed to examine the data in the mobile phones of the persons of interest," Guevarra said in a message to reporters.
Earlier, while he confirmed that the NBI is done with its forensic examination, Guevarra left it to the bureau to disclose the results.

BI: Filipinos from UK can enter Philippines after Dec. 24, to undergo quarantine, testing

The Bureau of Immigration (BI) on Wednesday said Filipinos from the United Kingdom will be allowed to enter the Philippines after December 24 but will be subject to COVID-19 testing and quarantine.
The government has ordered a suspension of all flights from the UK to the Philippines from December 24 to 31, 2020 amid concerns about a new SARS-CoV-2 variant spreading in Britain.
“Filipinos will be allowed to enter the country even after December 24, but will also be referred to the BOQ (Bureau of Quarantine) and the One Stop Shop,” Immigration Commissioner Jaime Morente said in a statement.
All other passengers who have been to the UK in the last 14 days, even transiting travelers, cannot enter the Philippines for the next week starting December 24, he said.

EU says it gave Philippines P380 million in aid for Typhoon Rolly, Ulysses response

The European Union on Friday said it delivered more than €6.456 million or some P380 million worth of humanitarian assistance to the Philippines following the onslaught of Typhoons Rolly and Ulysses last month.
The EU said it extended shelter, food and livelihood assistance, health care and access to clean water, safe sanitation and good hygiene worth €2.350 million, while its member states donated more to humanitarian institutions that responded to the calamities.
Belgium, the Czech Republic, Germany, Spain, Hungary, the Netherlands, and Sweden contributed to the emergency funds of NGOs like the International Federation of the Red Cross and Red Crescent, Caritas, and Save the Children Philippines, among others, the EU said.

Filipino students' poor performance in a global assessment in fourth-grade math and science shows a "major crisis" in Philippine basic education, Senator Sherwin Gatchalian said Friday.
Their scores of 297 in math and 249 in science were also lower than the country's score of 358 in math and 332 in science from the last time the Philippines joined the study in 2003.
Gatchalian, chairperson of the Senate education committee, said this follows "dismal results" for the Philippines in the 2019 Southeast Asia Primary Learning Metrics and the 2018 Programme for International Student Assessment.
