Street expressway. Heres where i think the culprit s every couple days they move the barriers around. The guy clipped the barrier maybe thinking it was exit for the parkway and last second jerked well wheel. Bottom line everybody off to the shoulder here. If you come to center city on come to town vine expressway it comes up on you there at 20th street. Be ready to hit the brakes and again when this accident happened we didnt have daylight yet.
