A months-long stalemate over who should be the next boss of the EU’s powerful financial markets regulator is embarrassing diplomats and putting the authority’s functioning at risk.
But with Germany and Italy equally convinced their nominees should win, the problem won’t be solved soon.
The European Securities and Markets Authority has become increasingly powerful since its founding a decade ago, gaining direct oversight over some financial players and making its top job a prized posting. The candidates to lead the Paris-based authority are Italian regulator Carmine di Noia and German national Verena Ross, formerly the authority’s No. 2.

Whether they meet on the same bank of the Rubicon will depend on Poland’s Constitutional Court — or what’s left of it: Its judges will decide as early as today whether the government can point to domestic case law to claim it can disregard EU legislation and European Court of Justice rulings. Hard to imagine that von der Leyen and Morawiecki will discuss the Green Deal and other policy issues as if nothing has happened, should the Polish judges greenlight their government’s legal viewpoint.

Italy's democracy in distress


The Italian government and his PM, Giuseppe Conte, are in serious trouble as his already weak coalition fell apart last week after former PM Matteo Renzi pulled his Italia Viva party out.
Conte managed to pass a confidence vote in Italy's lower house of parliament but failed to secure a majority in the Senate, the upper house, after Italia Viva's opposition to Conte's plans for spending more than €200 billion of EU recovery fund cash.
Additionally, Renzi had asked Conte to give up his intelligence portfolio, something that the PM was carefully trying to avoid and in part he did, by appointing his diplomatic advisor, Pietro Benassi.

(Bloomberg) -- Silvio Berlusconi’s party is concerned it will lose senators to a recruitment drive by Italian Prime Minister Giuseppe Conte, who’s courting the group in a bid to salvage his coalition.
The center-right Forza Italia party of ex-premier Berlusconi worries that three or more senators could succumb to appeals from Conte’s camp, according to lawmakers who asked not to be named discussing confidential talks. They said the premier is also approaching centrists and unaffiliated members of the upper house.

ROME (Reuters) - Italy will stage a health summit in Rome next May during its presidency of the Group of 20 major economies and hopes world leaders, including U.S. President-elect Joe Biden, will attend, diplomatic sources said.

If heads of state accept the invitation, it would be the first such in-person meeting for global chiefs since 2019, after the coronavirus reduced the main G20 and Group of Seven summits this year to virtual gatherings.
