actual results. and from less than 1% of what we spend on education each year, "race to the top" under arne's leadership has let states across the country, led them to raise standards for teaching and learning. and, by the way, these standards that we're talking about, these high standards that we're talking about, were not developed here in washington. they were developed by republican and democratic governors throughout the country. essentially at a peer group. a peer review system, where everybody traded best practices and said, here's what seems to work, and let's hold all of our schools to these high standards. since "race to the top's" been launched we've seen what's possible when reform isn't a top-down mandate but the work of principals and teachers and communities working together to
left behind as he enters into the room. we understand that he most likely will be introduced. again, we expect some very major changes to no child left behind. basically the way education has been dealt with across the country here for the last decade, and when we see this quickly here, karen puhunter wh do you expect him to say and how will the reception be as we wait for him to come forward? >> republicans will hate everything he says out of his mouth. nothing he says will be good enough. >> not necessarily. >> hopefully he'll fatalk about the connection between the jobs and the economy -- >> i agree on a lot of things today with karen. there's a race to the top. another program put forward as well. whatever changes he makes, reauthorization of no child left behind, they have to come together, i don't expect necessarily it to be completely parallel. >> race to the top. many of these suggestions echo what's in race to the top, don't they, karen? >> yes, they do.
science have been squeezed out. and in order to avoid having their schools labeled at failures, some states perversely have actually had to lower their standards in a race to the bottom instead of race to the top. they don't want to get penalize, let's make sure the standards are so low that we're not going to be seen as failing to meet them. that makes no sense. and these problems have been obvious to parents and educators all over the country for years now. despite the good intentions of some, two of them are sitting right here, tom and jordan, congress has not been able to fix these flaws so far. i've urged congress for a while now, let's get at bipartisan effort. let's fix this. congress hasn't been able to do it.
