On the side. i agree with that. there is a lack of resources. there isn't enough money for the program. it's like having a car but no gasoli gasoline. it doesn't go very far. >> why have democrats not been part of the process? >> because the republicans have been very focused trying to put together a bill, ram it through, get it through without a lot of discussion, and they knew it would be difficult, right, to give $230 billion of tax cuts to the richest americans. there are a lot of republican senators not happy to go along with that. i think it's good news they're going back to discuss it, ...
