The Biden administration today began to flesh out a proposal for a new agency—modeled on the military’s Defense Advanced Research Projects Agency (DARPA)—that would seek to speed the development of medical treatments by funding risky, innovative projects. The agency, dubbed ARPA-Health (ARPA-H), would be housed at the National Institutes of Health and have a 2022 budget of $6.5 billion, according to a White House spending request released today.

As Congress prepares for Donald Trump's second impeachment trial this week, House impeachment managers are getting ready to take center stage and present their case against the former president.
House Speaker Nancy Pelosi has selected nine Democrats to serve as the impeachment managers and make the case against Trump. The ex-president is accused of inciting a violent mob of his supporters to storm the Capitol on January 6. The attack left five dead, including one Capitol Police officer.
"President Trump incited a violent mob to attack the United States Capitol during the Joint Session, thus impeding Congress's confirmation of Joseph R. Biden, Jr. as the winner of the presidential election," a brief filed by the managers reads.

Donald Trump made history in the days before his White House departure by becoming the only president to ever be impeached twice. Now, his upcoming trial in the Senate will be just as unprecedented.
While some of the constitutional practices about the trial—which will kick off the week of February 8—will remain the same, many aspects of the process will look different from his first impeachment.
One change is that the Supreme Court will not provide a justice to preside over the trial. Instead, Vermont Senator Pat Leahy, the president pro tempore of the upper chamber, will serve in that role. Chief Justice John Roberts oversaw Trump's first trial in February 2020.

Supreme Court Justice John Roberts will not preside over a second impeachment trial for President Donald Trump, putting Democrat Senate Pro Tempore Patrick Leahy in charge of the proceedings. President Trump being a former president is the reason for the move.

It has been rumored Roberts would step aside should the Senate proceed with the impeachment process, despite President Trump no longer being in office. There was potential for former Senator and current Vice President Kamala Harris to oversee the process.

Sen. Lindsey Graham, a Republican from South Carolina, said he doesn’t think Republicans should agree to split impeachment trial days to also consider other legislative business, such as Covid-19 relief and confirming President Biden’s cabinet nominees, for the duration of the trial.
“We’re not going to split the day,” Graham said Friday. “At least I wouldn’t. That’s the business of the Senate, once we go into it, they’re choosing to do this. We’re going to do it the way we’ve always done it. We’ve never split the day.”
