推动科技监管守好风险底线_期货日报网

2020年，郑商所仓单货值峰值已达千亿规模，并呈逐年增长态势。仓单监管压力日益增大，利用先进技术增加监管手段、减少监管盲区、缓解监管压力，是郑商所推进交割科技监管一直以来的主导思想。
郑商所相关负责人向期货日报记者介绍，郑商所交割智慧监管平台采用物联网、区块链、人工智能、大数据等一系列先进技术，汇集内外部交割业务相关数据，借助大数据分析让交割监管更智慧，实现对仓单的数量、质量、货权的全方位监控。
仓单数量监管方面，他介绍，利用各种类型的物联网设备采集仓储各环节的业务信息，规避数据造假风险；直接与交割仓库仓储管理系统对接，抓取仓单入库、在库、出库的仓储业务数据。例如，使用具有车牌识别抓拍功能的摄像机在仓库闸口对每批货物出入库情况多角度拍照留存并与车辆预约信息比对识别非法车辆，从地磅直接获取车辆出入库重量数据；利用AI智能图像分析技术（虚拟电子围栏）实现精确到垛位的货物监管。通过仓库端部署的软硬件设施采集到的仓储业务数据，形成覆盖仓单仓储全生命周期的可靠的电子化仓储台账；同时，仓单电子化仓储台账记录在基于区块链技术的分布式账本上，数据一旦上链将无法被篡改与删除。
仓单质量监管方面，该负责人表示，针对不同品种的仓储特性制定个性化物联网仓单质量与仓储安全监管方案。以棉花、苹果为例，棉花交割库最大的仓储安全风险就是火灾，利用不同物联网设备建立多位一体的棉花安消监管：在库区架设可360度巡航的红外温感摄像机，对库区异常高温点位进行实时预警；要求仓库配备可以联网的电子巡更仪，上传巡更路线与时间数据，确保仓库巡更覆盖度与频率符合监管要求；通过压力传感器与液位仪，实时监控仓库消防管网的水压与消防蓄水池水位，确保库区消防设施有效性。对于苹果交割库这一类冷藏库房，仓房温度湿度与库区用电安全是监管重点，避免仓房温度过高或过低造成的苹果变质；库区电路过载或短路引发火灾事故。在苹果交割库仓房部署可联网的温湿度传感器，对异常温湿度进行记录并告警，库区电路加装必要的电路过载与短路保护设备。
仓单货权监管方面，他介绍，防范虚假仓单、一货多卖、一货多押的风险。在仓单预报与注册环节，要求上传必要的货物证明材料，可以是购货协议、合同、发票等。技术架构上，支持后续对接郑商所标准仓单登记查询平台进行仓单货权登记，对接人民银行动产融资统一登记公示系统进行仓单质权登记。
据悉，目前，郑商所交割智慧监管平台已经完成开发并上线试运行，今年年底前至少完成试点的四家棉花交割仓库与两家PTA交割仓库的升级改造与接入，未来两年完成所有品种交割仓库的改造与接入工作。此外，郑商所将围绕着科技助力监管，防范金融风险的中心思想，一方面重点推动制定《郑商所数字化仓库基本要求与规范》，另一方面有针对性结合各品种仓储特点，兼顾有效性与经济性，完善《郑商所交割仓库数字化改造指引》等，促进实现以技防助力人防，防范仓单风险事件发生，保证在极端风险事件发生时留存完整证据链，保障市场各方合法权益。

CAL FIRE has put out a 3-acre vegetation fire near Palermo on Tuesday.

The fire was located near Mackintosh Ave. and Dack Way.
CAL FIRE said the rate of the spread was slow and forward progress was stopped by local citizen equipment.
CAL FIRE named the fire the Reservoir Fire but renamed it the Crest Fire.
No structures were damaged and no injuries were reported.
The cause of the fire is under investigation.
Firefighters are responding to a vegetation fire in Palermo in the area of Mackintosh Avenue and Dack Way. 3-4 acres, slow rate of spread. Forward progress stopped by local citizen equipment.
