교육당국이 2024년까지 점진적으로 학급당 학생 수 28명 이상 과밀학급을 해소하겠다고 밝혔다. 등교 확대와 감염병 대유행을 고려한 조처지만 28명 수준으로는 매일 등교를 뒷받침하지 못한다는 지적이 나온다.
30일 교육부에 따르면, 올해 하반기부터 2024년까지 전국 과밀학급 학생 수를 28명 미만으로 낮추기 위해 예산 3조1500억원이 투입된다. 당장 오는 2학기에는 1155개교를 대상으로 과밀학급 해소 대책이 우선 추진된다.
지난해 기준 학급당 28명 이상인 과밀학급은 전국 4만439곳으로 전체 교실의 18.6%에 해당한다. 과밀학급 해소를 위해서는 현재보다 7000여개 학급이 추가로 증설돼야 할 것으로 예상된다.
교육부는 크게 세 가지 방법을 제시했다. 학교에 있는 특별교실을 일반교실로 전환하면 분반을 위한 교실이 생긴다. 특별교실이 없으면 운동장 등에 모듈러교사를 설치하거나 학급을 증축하는 방안도 있다.
과밀학급 해소 문제는 지난해 신종 코로나바이러스 감염증(코로나19) 사태가 불거졌을 때부터 교원단체 사이에서 요구가 컸던 사항이다. 감염병 사태에도 안정적 등교가 가능하려면 학급당 학생 수를 줄여야 한다는 것이다.
교육당국이 2024년까지 28명으로까지 줄여보겠다고 했지만 교원단체는 달갑지 않은 반응이다. 학급당 학생 수를 28명으로 줄인다고 해도 교실 내 거리두기가 가능하기에는 턱없이 부족한 수준이라는 지적이다.
김지학 보건교육포럼 수석대표(경기 은행중 보건교사)는 "교원 수급 문제와 인구 감소 등을 고려해 현실과 타협한 숫자가 28명 아닌가 싶다"면서 "감염병 대응에는 28명이 맞지 않는다"고 말했다.
교원단체들은 학급당 학생 수를 20명으로까지 줄여야 한다고 보고 있다. 현재 학교 교실 평균 면적은 약 20평(67.7㎡)이다. 교실에 30명이 있으면 한 명당 0.6평꼴로 학생 간 거리를 1m로 유지하기도 어렵다.
전국교직원노동조합(전교조)은 전날(29일) 교육부가 과밀학급 대책을 내놓은 이후 "한 학급에 27명도 과밀이다"면서 "20평 남짓 교실에서 거리두기가 가능하려면 학급당 학생 수 20명으로 상한을 둬야 한다"고 했다.
교원단체에서 2년째 20명을 내세우고 있지만 교육당국이 쉽게 나서지 못하고 있는 것은 현실적으로 제약이 적지 않은 탓이다. 전날(29일) 교육부 '교육회복 종합방안' 브리핑에서도 이상과 현실 간 격차가 드러나기도 했다.
도성훈 인천시교육감은 브리핑 질의응답에서 과밀학급 해소 대책을 두고 "학급당 학생 수를 20명으로 하기 위한 시동을 걸었다"며 "일단 28명이지만 20명으로 향한 시동을 걸었다는 것이 중요하다"고 밝혔다.
반면 이재정 경기도교육감은 "경기는 학급당 학생 수를 28명으로 기준으로 할 때 2021년부터 2023년까지 추가로 증설되는 학급 수가 2849학급이고, 소요 예산은 1180억원 정도"라고 말했다.
그러면서 "현재 단계에서 효율적이고 현실적으로 할 수 있는 숫자는 28명이 적절하다"고 했다. 학급당 학생 수를 28명으로 줄이는 것도 여력이 여의치 않다는 것을 나타낸 셈이다.
서울 같은 경우 강남과 목동 등 소위 학군이 좋은 지역에 과밀학급이 몰려 있다. 인구 유입도 많아 학급 증설을 해도 원래 상태로 복귀할 가능성이 크다. 공간과 학교 부지가 부족해 분반도 어려운 상태다.
또 과밀학급 해소를 위해서는 늘어날 학급을 담당할 교원이 새로 충원돼야 한다. 하지만 교육당국은 학령인구 감소 추세에서 정규 교원 선발을 확대하는 것에 난색을 보이고 있다.
한편에서는 코로나19 이후 신종 감염병 사태가 발생할 경우 과밀학급 논란이 계속될 것이라는 관측도 나온다. 김 교사는 "28명이 종점인 것처럼 발표돼 아쉽다"며 "조금 더 디테일하게 로드맵이 나왔으면 한다"고 말했다.
