Access from being an Information Service to a Telecommunications Service regulated as a common carrier pursuant to 19thcentury we are road regulation. Common carriage is a vestige of the English Common law. It was originally applied to railroads and Trucking Companies and airlines, but it has been repealed for all those industries going on over 30 years ago. It proved to impose new costs on consumers.
