Police reform bills pass in MD General Assembly, giving control of BPD to city


A police reform bill passed the Maryland General Assembly Wednesday, giving control of the Baltimore Police Department back to the city.Passing through the state legislature is the first step, now Baltimore City voters will get their say.The BPD has been mostly under the state's control since 1860, now Baltimore City voters will decide if that should continue.State senators in Annapolis unanimously approved legislation Wednesday that would give full control of the BPD to the city, a move that bill co-sponsor Sen. Cory McCray, describes as "a long time coming.""At this moment, the City Council doesn't have the ability to set ordinances for our police department, they have to wait for the General Assembly to come there every 90 days — January through April— in order to pass laws, resolutions or ordinances in reference to our police department. That will be addressed by this,” McCray said.The City Council handles the BPD budget and the mayor is able to hire and fire the police commissioner, but giving the city the ability to directly manage and oversee the police department is about accountability and transparency, according to Mayor Brandon Scott, who has been pushing for the move for years.In a statement about the Senate's passage, Scott said: "The deaths of George Floyd and Breonna Taylor provided a much-needed gut check for the nation and forced mayors to reimagine the future of policing in our communities. This is a charge that I eagerly accepted as Baltimore Mayor."Defining what policing looks like is by far the most consequential decision any local government can make, which is why I spent a decade advocating for local control of the Baltimore Police Department. But thanks to Maryland Senator Cory McCray, Delegate Melissa Wells, and a host of grassroots activists, Baltimore City is no longer the only jurisdiction in Maryland that does not have direct oversight of its police department. I want to thank the Baltimore House and Senate Delegation for their determined effort to uphold justice, accountability, and democracy through the passing of Senate Bill 786. This bill will allow us to further improve policing and fulfill essential Consent Decree requirements."I am also delivering on another priority by establishing a Task Force with representatives from City government and the community to develop a five-year budget reduction plan for the Baltimore Police Department. As my administration works tirelessly to reimagine policing in Baltimore, we must ensure that City resources are being used effectively and efficiently. The Task Force will be charged with identifying reductions that can be made responsibly over time while creating a blueprint that diverts appropriate service requests so officers can focus efforts on reducing violent crime."Answering national calls for justice starts at home by fostering an environment of policing that is transparent and accountable. Today, I am proud to say that Baltimore is moving in the right direction."The referendum will come before voters in either 2022 or 2024."We put forward Senate Bill 786 because voters asked us to and I do believe that it will pass a charter amendment in the election cycle that it does come up in,” McCray said.Gov. Larry Hogan has not said publicly if he supports the measure, but the overwhelming support in the legislature would override a veto.Meanwhile, another piece of police reform legislation is also about to hit the governor's desk.The bill, which passed both chambers late Wednesday, would repeal the Law Enforcement Officer’s Bill of Rights and change how police are disciplined.It also sets a statewide use of force policy, limits no-knock warrants and expands access to records in police disciplinary cases.Police would be required to use body cameras, statewide, by 2026.One measure would create a unit in the attorney general's office to investigate police-involved deaths.A spokesperson for Hogan said he will review the legislation.Democratic House Speaker Adrienne Jones said, “Passing historic police reform legislation, demonstrates the General Assembly's commitment to working together to resolve seemingly unsolvable issues."

DEKALB COUNTY, GA — DeKalb County state representatives and senators will host a virtual forum Tuesday to discuss several elections-related bills proposed in the Georgia state legislature.
Members of the DeKalb House and Senate Delegation, co-chaired by state Rep. Karla Drenner (D-Avondale Estates) and state Sen. Emanual Jones (D-Decatur), will host the "Protect Your Voting Rights" discussion at 6:30 p.m. Tuesday via Zoom and Facebook Live.
Registration via Zoom is "strongly encouraged," according to a press release, and those interested in registering can do so online here. The livestream will take place on the county delegation's Facebook page.
