An alert victim, some quick thinking Good Samaritans and some fastmoving cops, they had this case closed in no time. This 34yearold man captured and cuffed right on the spot today and charged in connection with an upskirting incident. It happened at the Arlington County courthouse metro station. Police tell the story this way. A woman gets off the metro. Ridi. She gets the sense that something isnt right. She looks behind her and sees a man who has a cell phone up her dress and is taking pictures. She confronts him and then up here on the platform, they say that man takes his cell phone and smashes it on the ground. That draws the attention of a couple passing by, and they come they surrounded the suspect. They made sure the suspect was unable to leave the scene. Police arrived within minutes and we were able to take him into custody. Reporter
