【环球时报驻新西兰特约记者王淼】随着南澳大利亚州20日开始“封城”，澳大利亚约一半人口——大约1300万人被迫进入封锁状态。很多澳民众和媒体认为，是澳政府迟缓且无序的新冠疫苗接种计划导致该国几个大城市不断重复“封城”和“解封”这一过程，对政府的怒气越来越大。然而澳总理莫里森21日明确表示，不接受这一指责。他还开始甩锅，为政府的疫苗接种计划辩护。
据澳大利亚广播公司报道，维多利亚州20日宣布延长封锁7天，并且报告了第一例来源不明的确诊病例。与此同时，已经“封城”4周的新南威尔士州仍然看不到解封的希望，州政府暗示在完成大规模疫苗接种（预计9月完成）前，将继续实施严格的限制措施。虽然主要城市都在“封城”，但澳大利亚的新冠肺炎单日新增确诊病例却在增加。路透社等媒体21日称，新南威尔士州当天报告了110例确诊病例，比此前一天的78例有所上升，累计确诊病例超过1500例。维多利亚州周三新增22例社区传播病例，全州密切接触者高达2.8万人。南澳大利亚州21日新增确诊病例7例，其活动场所涉及当地学校。更为严重的是，许多新冠肺炎患者的病情正在加重。
专家认为，澳大利亚本轮疫情在多个州快速蔓延是因为很多人违反防疫规定。不过，澳民众将该国主要城市进入封锁状态归咎于莫里森政府拖拖拉拉的疫苗接种计划。《新西兰先驱报》称，有数据显示，澳大利亚只有11%的人完成了疫苗接种。此外，澳大利亚的疫苗接种出现“魔幻”景象：一方面，有资格接种疫苗的人群接种率远低于预期；另一方面，一些没有资格接种疫苗的年轻人却纷纷涌入疫苗接种中心，希望能接种疫苗。
BBC称，澳大利亚的疫苗接种率是经合组织国家中最低的。然而，面对严峻形势，莫里森拒绝道歉，“没有国家能够100%应对（疫情）大流行”。莫里森甚至拉上了英国“垫背”，强调澳大利亚从疫情暴发至今仅有915人死于新冠肺炎，而英国20日一天的死亡病例就有90多例。他还将疫苗接种工作进展缓慢的锅甩给了澳大利亚免疫技术咨询组，称该专家组多次改变疫苗接种建议，影响疫苗接种。
