指揮中心醫療應變組副組長羅一鈞今（4）日透露，最近從媒體和民眾那邊得知，本土疫情確診病患已有上萬人解除隔離，有些人必須回到原單位上班、居住、安養或就醫，沒想到不得其門，被對方要求出具檢驗陰性證明或Ct值數據才能通關。
羅一鈞說，確診者解隔離之後PCR檢測陰陰陽陽的現象可能長達3、4個月以上，這段期間其實很不容易拿到所謂的陰性證明回到職場，加上解隔離6個月內的確診者並未被列入公費新冠疫苗的接種對象，形同兩邊卡關。
羅一鈞指出，為了協助康復出院的確診者解套，指揮中心要求相關部會、民間團體、企業都要依照規定，針對確診者不得硬性要求出示檢驗陰性證明。確診者若想證明自己不傳染力，衛生局會在個案解除隔離1到2天內開立「法定傳染病解除隔離治療通知書」（解隔單），上頭會清楚說明個案的權利和義務，這份解隔單就可以作為個案的康復證明書，代替檢驗陰性證明。
羅一鈞也呼籲各單位不要為難確診者，「法定傳染病解除隔離治療通知書」就可以代替檢驗陰性證明，不管個案有沒有再去做篩檢，他都可以持此文件證明自己已不具傳染力，可以安全返回工作崗位。
《傳染病防治》法除了詳列許多防疫規定，第11、12條也明文保障感染者的工作權、就學權、安養權、居住權、就醫權等。羅一鈞表示，民間團體或事業若對感染者設下不當的限制，民眾可以檢舉，主管機關經過調查發現違規屬實可處以1到15萬元的罰鍰。
