Agree. The issue is, how do you interpret a statute if you are a judge . Do you look only at the words of the statute . Or can you also look at the body of materials that congress produces in the lawmaking process that accompany the statute . Like the Conference Committee report or the Committee Reports. The Conference Committee report is often the final document where both chambers come to an agreement about what it is that they are doing. And often there is a vote on the conference report.
