European countries vow continued support for PH vax program

Razon) MANILA - At least three European countries have expressed to continue their support to the Philippines in accessing vaccines against the coronavirus disease 2019 (Covid-19). This, as nearly 7 million doses of Covid-19 vaccines donated by Germany, the Netherlands, and the United Kingdom arrived on Wednesday, which are part of over 10 million vaccine doses delivered in the country, the highest single-day delivery of Covid-19 vaccines to date. Two batches of Moderna vaccines donated by the German government arrived at the Ninoy Aquino International Airport -- one in the afternoon with 856,800 doses and the other batch in the evening with 2,840,100 doses. In total, 3,696,900 doses of Moderna vaccine were donated by the German government through the COVAX Facility. "We regard it important to support the Philippine efforts in the Covid response for a fast and sustainable recovery, and trust that these vaccines will be used in the upcoming vaccination drive contributing to the vaccination of minors in the context of necessary reopening of schools as well as to the boosters of healthcare workers and front-liners," German Ambassador to the Philippines Anke Reiffenstuel said in a media interview. She added that with the vaccine donations, Germany is living up to its commitment to international solidarity and cooperation, especially in times of crisis. On the other hand, the Dutch government donated 3,055,200 doses of Janssen vaccines. "I'm very happy that we can support the Vax to the Max Campaign of the Filpino government and very pleased that we can do that together with the European partner, so it's team Europe at work," Dutch Ambassador to the Philippines Saskia de Lang said. European Union Ambassador to the Philippines Luc Veron also joined Reiffenstuel and de Lang during the vaccine arrival. Meanwhile, the UK donated another 214,500 doses of the AstraZeneca vaccine, bringing its total vaccine donation to the Philippines to around 6 million doses to date. "On behalf of the British Embassy in Manila, I am very delighted that we are able to make another bilateral donation to the Philippines," said British Embassy Deputy Head of Mission Alastair Totty. Totty said London will continue to support the Philippine government in its vaccination drive by expanding vaccine donations "to ensure equitable access of vaccines around the world, especially to countries like the Philippines". National Task Force Against Covid-19 Assistant Secretary Wilben Mayor has thanked the governments of Germany, the Netherlands, and the UK for the fresh jab donations. Mayor said the Moderna vaccines donated by Germany will be allocated for the primary shots of minors and the booster shots for the healthcare workers and front-liners. The Janssen jabs from the Dutch government will be sent to island provinces especially for the far-flung areas, while the AstraZeneca donation of the British government will be allocated for the next round of the national vaccination campaign on Thursday and Friday. This week alone, the Philippines is expecting a delivery of a total of 14,525,700 coronavirus vaccine doses from six European states, Veron said. For the EU, this donation by the Netherlands, Germany, Sweden, France, Spain, and Austria is a "strong gesture of solidarity" to Manila's fight against coronavirus disease 2019 (Covid-19). "Developing, sharing, and distributing vaccines against Covid-19 is among the most pressing challenges we face today," Veron said. "By delivering this large amount of vaccines at a critical period, the EU and its Member States stand in full solidarity with the Philippines. It is in our mutual interest to confront this global pandemic and end it as soon as possible," he added. Veron said an additional 9.9 million vaccine doses are expected to be donated by EU member states through the COVAX Facility by the end of the year. The EU and its member states are so far the biggest donors of Covid-19 vaccines in the world. Last week, the EU together with the World Health Organization also donated 200 oxygen concentrators and relevant consumables worth over PHP7 million to the Department of Health. The oxygen cylinders were distributed to 11 health facilities, as far as Batanes General Hospital in the north and Zamboanga City Medical Center in the south. Also on Wednesday, Health Undersecretary Maria Rosario Vergeire said the country has now an "oversupply" of Covid-19 jabs as the current stock of vaccines exceeded the deliveries expected this year. "'Pag tiningnan natin, sobra-sobra na ang bakuna natin. We are still trying to encourage everybody to get their vaccines, even their booster doses kasi meron na ho tayong oversupply sa ngayon (If we look at it, we have more than enough vaccines. We are still trying to encourage everybody to get their vaccines, even their booster doses because we now have an oversupply)," Vergeire said in a television interview. Apart from the supply, Vergeire noted there are no problems with the country's central storage because the vaccine doses are also immediately delivered to the local government units once they arrive. As of Tuesday, the National Task Force on Covid-19 reported the country received a total of 166,851,720 doses and 24 million more doses are expected to arrive this week. To avoid wastage of certain doses, the Food and Drug Administration is working with vaccine manufacturers to extend the shelf life of vaccines like AstraZeneca. Vergeire disclosed the shelf life of a batch of Pfizer and Sinovac vaccines was extended earlier this year. In June, the six-month extension for a batch of Pfizer doses was granted. Vergeire clarified such approval "does not necessarily apply to the country's entire vaccine supply. Alfiler) MANILA - More vaccine donations from European countries have continued to pour into the country, with the latest shipment of 3,789,600 doses of the Janssen vaccine from Sweden, Austria, and the Netherlands arriving on Tuesday. In an interview at the Ninoy Aquino International Airport, Swedish Ambassador to the Philippines Annika Thanborg said it was a pleasure for her to personally witness the arrival of the vaccines, about 1,512,000 doses, donated by her country through the COVAX Facility. "We will also donate at least six million non-earmarked vaccine doses in 2021, 1.5 million of these doses will go to the Philippines as you have seen in this shipment, and we want to thank the Department of Health, Secretary (Carlito) Galvez, of course, my dear colleagues from the European Union," Thanborg said. "Vaccine equity is key. No one is safe until everyone is safe." Austrian Ambassador to the Philippines Bita Rasoulian said the vaccination drive is a "global effort" that must be done together with other nations. Austria also donated 266,400 doses of Janssen. "You may know that Austria is among the lead contributors to the COVAX Facility as part of Team Europe, as part of the European Union. We applaud the Philippines for its ongoing vaccination effort, for this very successful vaccination drive, and for Austria that every nation, every citizen, every person around the world has access to high-quality vaccines," Rasoulian said. The Dutch government's donation of 2,011,200 doses of Janssen also arrived on the same day at about 10:15 p.m. World Health Organization (WHO) representative Rabindra Abeyasinghe, who was present during the arrival, lauded Sweden and Austria for their donations, saying these would help increase the number of fully vaccinated Filipinos. "As we mentioned before, this is a unique window opportunity we have to protect as many of the vulnerable people as possible. So that they are better protected when the Omicron variant eventually arrives here," he said. Abeyasinghe said COVAX would deliver an excess of 14 million doses this week alone, bringing the total number of deliveries through the facility to more than 50 million doses. "This is much more than what COVAX promised at the beginning of the year when we promised to protect 20 percent of your population. We want to continue to partner with the government of the Philippines in your successful vaccination effort to ensure that every Filipino is protected," he added. National Task Force Against Covid-19 chief implementer and vaccine czar, Secretary Carlito Galvez Jr., said the donated Janssen jabs would be allocated to residents living in "geographically challenged" areas. "Priority natin sa Johnson and Johnson (Janssen) ay yung (are the) areas of BARMM, Region 5 (Bicol), Region 12 (Soccsksargen), and other areas in Davao City, lalo na tinatawag nating (especially those we refer to as) most geographically isolated areas and also (the) island (of) Tawi-Tawi, Sulu, Basilan, and other islands in the areas of Bicol," he said. Razon) MANILA - National Task Force Against Covid-19 (NTF) strategic communications on current operations head, Assistant Secretary Wilben Mayor, urged all Filipinos to get protected against the new variant of coronavirus disease 2019 (Covid-19) through getting their primary shots and boosters. During the arrival of vaccines donated by the governments of the United Kingdom, Germany, and the Netherlands Wednesday, Mayor said the effectiveness of vaccines has been proven as the country now logs lower Covid-19 cases following the surge due to the Delta variant. "We have seen and proven that vaccination is very important and effective. We have seen in the past months that we had a high number of cases, but because of the vaccination and the Covid-19 vaccination campaign of the government, we have observed the decline in cases," he said in a media interview. The government recorded its highest single day delivery of vaccines with a total of over 10.4 million doses on Wednesday. Biggest vaccine delivery came from the donation of the German government at nearly 3.7 million doses of Moderna vaccine. This is followed by the donation from the Dutch government of over 3.05 million doses of Janssen jabs, nearly 2.25 million doses of AstraZeneca vaccine bought by the private sector, and the 214,500 doses donated by the UK government. "We encouraged Filipinos, our kababayans, to please be inoculated especially nowadays that this time we report the Omicron variant in the Philippines. It is but necessary that we and everyone should be vaccinated," Mayor added. He said the national government is accelerating its vaccination efforts especially since new variants have been emerging since the onset of the pandemic last year. The country-imposed lockdowns in March due to a surge in cases driven by the Alpha variant and another lockdown in August to manage the surge due to Delta variant. In November, the World Health Organization (WHO) announced a new strain of Covid-19, Omicron, which is believed to be more transmissible than the Delta variant. OCTA Research Group Fellow Prof. Guido David said data showed that in countries with Omicron variant, the new strain has a reproduction number of 10. But the reproduction number of the Omicron variant goes down to five when minimum public health protocols are being observed, and further declines to one for areas with vaccination rate of at least 80 percent of its population. Mayor said the government targets to inoculate a total of 54 million Filipinos this year. To date, more than 40 million Filipinos have received protection against Covid-19. He added that this would be possible with the steady supply and delivery of vaccines. Before the year ends, the country will receive 33 million doses of vaccines with a total delivery for December alone at 67 million doses. The doses in question were part of the 1.5 million AstraZeneca vaccine donated and delivered to the Philippines in late October 2021. National Task Force Against Covid-19 medical adviser Dr. Ted Herbosa on Wednesday said most of the shots were consumed, but a few hundred were not administered on or before November 30. "[W]e consumed most of that (but) there are a few hundred doses that expired as of November 30, so that's the one that we're going to look into-- the LGUs that were unable to inject that," he said in an interview. "The promise of (Presidential Adviser for Covid-19) Vince Dizon is really to do a show-cause order for the LGUs that had vaccines that expired because this is national government property." The concerned LGUs would have to justify the delay in the jabs' administration and its eventual expiration. "They'll be asked to explain to the Department of the Interior and Local Government why (a) case wouldn't be filed against them for wastage of government-procured or government-donated... government-owned vaccines," he said. Herbosa said a number of localities received the same batch of Covid-19 shots and were able to finish the doses on time. Meanwhile, he said the upcoming vaccine shipments would be well-distributed based on the receiving LGU's capacity and needs. "We need to map very well the distribution of the vaccines because some areas need more, some areas need less," he said. "(As for Pfizer) we still want to allocate for the high population areas with ultra-low freezer, it's very important that the cold chain is available." Herbosa and United States Embassy Acting Deputy Economic Counselor Claire Bea, on Wednesday night, welcomed a total of 1,078,740 state-bought Pfizer-BioNTech jabs. For this week, the country is expected to receive over 5 million doses of Covid-19 vaccine either through donation or procurement. Herbosa is optimistic the Philippines could further raise its inoculation ratesas people are "not as hesitant anymore" as seen in the three-day vaccination drive's turnout. "The fact that we have four million in two days, four million who were given their first dose, is fantastic.The fact that many people are lining up at the vaccination sites, I think that's also great," he said. "Even BARMM (Bangsamoro Autonomous Region in Muslim Mindanao), BARMM was a surprise to us because it was vaccinating 300,000 a day, previously I think it's a few thousand only.Even Region IV-Awhich was slow suddenly was hitting above their targets," he said. The three-day massive vaccination drive, dubbed Bayanihan, Bakunahan, from November 29 to December 1 aimed at administering nine million doses. Health authorities have yet to release the final count of the total vaccines administered during the vaccination drive, which they plan to hold once more middle of this month. (PNA) }
