If the fasteners rust, the brick is just sitting there and in an earthquake the whole brick can fall off. You should always have a sixinch separation between the lowest shingle or piece of siding and ground contact. And that should be a concrete foundation there. So its probably there probably is a foundation but they figured out a way to extend those all the way down to the ground which is a problem.
