As part of China’s plan to turn Southern Guangdong province into a technology hub – under the Greater Bay Area plan for Hong Kong, Macau and nine cities in Guangdong with a combined population of 72 million – 11 new universities are on track to open for enrolment this year alone, with many more planned for the next few years.
Some are brand new institutions and others are branch campuses of existing universities or expanded new campuses with new degree-awarding powers. But with such fast and massive expansion, some experts question whether they can attract enough faculty with doctoral degrees to ensure the quality education the region aspires to. ....

Senate bill to tighten controls on Confucius Institutes

The United States Senate on Thursday 4 March approved by unanimous consent a bill that would increase oversight on Confucius Institutes, China-funded cultural centres that operate on university campuses. The bill would cut federal funds to universities and colleges that have Confucius Institutes that fail to comply with new oversight rules and regulations, writes Christian Nunley for

According to Human Rights Watch, Confucius Institutes “are Chinese government-funded outposts that offer Chinese language and culture classes”. However, some politicians, particularly Republicans, have accused them of spreading propaganda. “Confucius Institutes are under the control of the Chinese Communist Party in all but name,” said Senator John Kennedy, Republican-Louisiana, who introduced the bill. “This bill would give colleges and universities full control over their resident Confuci ....

A Polish professor at the Medical University of Gdansk (MUG) is facing claims that he was caught boasting to two lecturers while visiting the Collegium Medicum at Nicolaus Copernicus University in Bydgoszcz, Poland, that the high number of students repeating anatomy had been providing a cash injection for the university.
Professor Janusz Morys – former rector of MUG (2008-16) – was reportedly heard telling colleagues that the exam raises so much money that people call it the ‘Morys fund’.
Under regulations unique among medical departments, students can repeat the first-year examination once, and the following years’ examinations twice at a cost which has risen to PLN10,600 (US$2,800) each time. ....

The Saeima (parliament) of Latvia has allegedly slowed down the creation of a consortium of three regional universities, which decided to form an association last year to use resources more effectively and to avoid losing status. However, currently there is no definition of consortium in the law on higher education, and this is a problem, reports Paula Devica for the
Latvian Public Broadcaster.
In the summer of last year, a memorandum of cooperation on the creation of a consortium of three regional universities – Liepaja University, Daugavpils University and Latvia University of Life Sciences and Technologies – was signed.
