In a move that has been expected for some time, the General Services Administration (GSA) announced on January 12, 2021 that it will remove all drones (as defined by 49 U.S.C. Ch. 448) from Multiple Award Schedule (MAS) contracts, except those drones approved by the Department of Defense (DoD) Defense Innovation Unit (DIU) through its “Blue sUAS” Program. The move represents the latest action by the federal Government to address national security threats from China.
In its post on GSA Interact, the agency explained the increased use of drones poses unique challenges and risks, including surveillance, theft, disruption and/or use of selective federal information or federal information networks. GSA also underscored the increased risk of non-compliance with existing procurement laws like the Trade Agreements Act (TAA) and Section 889 of the FY ‘19 National Defense Authorization Act (NDAA).

The U.S. government has taken a further step to limit the use of Chinese-manufactured drones for government agencies.

In the latest skirmish in the ongoing war between the federal government and the producers of Chinese-made drones, the General Services Administration announced Tuesday that it would only offer to procure for other government agencies five drone models approved under the special Department of Defense (DoD) program.
In a post on its GSA Interact blog, GSA said “due to the significant risk associated” with offering small unmanned aerial vehicles under its Multiple Award Schedules (MAS) program it would remove all drone models from MAS procurement contracts, except those approved by DoD’s Defense Innovation Unit (DIU) through its Blue sUAS Program.

By Feb. 1, all but five unmanned aerial vehicles will be removed from the General Services Administration’s offerings.
The General Services Administration—the federal government’s central buyer—will no longer include drones in its suite of offerings, except those previously approved by a small innovation unit inside the Defense Department.
Citing the threat of Chinese manufacturers, GSA officials announced Tuesday the agency will be canceling contracts offering drones from all but five suppliers on the Multiple Award Schedules, the set of pre-vetted contracts that offer everything from paper clips to helicopters to data centers.
