Microsoft and cybersecurity experts believe the massive hack against the Microsoft Exchange Server this year was conducted by a Chinese hacker group, but the Biden administration has yet to point the finger.
President Joe Biden signed a cybersecurity executive order earlier this month, naming three recent prominent cyberattacks SolarWinds, Colonial Pipeline, and Microsoft with a White House fact sheet saying those “recent cybersecurity incidents … are a sobering reminder that U.S. public and private sector entities increasingly face sophisticated malicious cyber activity from both nation-state actors and cyber criminals.” The United States has said Russian intelligence is behind the SolarWinds hack and that a Russian hacker gang is behind the Colonial Pipeline attack, but it has not publicly attributed the Microsoft hack to anyone. ....

White House Stands Down SolarWinds, Exchange Response Groups

The White House announced Monday that it is standing down two Unified Coordination Groups that were created to coordinate the federal response to the SolarWinds supply chain attack and attacks on vulnerable on-premises Microsoft Exchange email servers.
Anne Neuberger, the deputy national security adviser for cyber and emerging technology who s overseeing the Biden administration s response to the attacks, says the two groups work can be scaled back because of increases in patching and other mitigation by federal agencies and companies.
Due to the vastly increased patching and reduction in victims, we are standing down the current [Unified Coordination Group] surge efforts and will be handling further responses through standard incident management procedures, Neuberger says. ....

The US government s response groups for dealing with recent SolarWinds and Microsoft Exchange vulnerabilities have reached the end of the road.
In a statement on Monday, US Deputy National Security Advisor for Cyber and Emerging Technology Anne Neuberger said the two Unified Coordination Groups (UCGs) formed in January and March respectively will be disbanded.
Due to the vastly increased patching and reduction in victims, we are standing down the current UCG surge efforts and will be handling further responses through standard incident management procedures, said Neuberger.
The SolarWinds incident, disclosed last December and subsequently attributed to the Russian Foreign Intelligence Service (SRV), involved the hacking of SolarWinds Orion IT management platform and is believed to have compromised at least nine federal agencies and about 100 private sector organizations. ....
