The West Virginia House of Delegates passed a bill, on Feb. 28, 2024, that would require utilities to have an outage communication plan in place to notify customers of both planned and unexpected utility service disruptions. House Bill 4010 could loom especially large in West Virginia given the state’s chronically high frequency of electric outages, requiring utilities to provide their plans to the state Public Service Commission.
