DOD moves to centralize security clearance disputes -- FCW

The Defense Department issued new policy to streamline and expand due process procedures for those with and seeking security clearances to handle sensitive information.
The Defense office of Hearings and Appeals (DOHA) will handle security clearance eligibility-related hearings, appeals, denials, and revocations, aligning with policy drawn from an executive order issued in 1960 on safeguarding classified information in private industry .
In order to simplify, centralize, and unify the established administrative processes for unfavorable security clearance eligibility determinations for DOD civilians, military members, and contractor employees, including contractor employee unfavorable SCI determinations, all hearings, appeals, and final denials and revocations of security clearance eligibility will be performed by DOHA, wrote Ezra Cohen, the acting undersecretary for defense intelligence and security in a memo publicly released Jan. 19 t ....

TSP participants withdrew $2.9 billion last year under CARES Act -- FCW

Thrift Savings Plan participants used special withdrawal options passed into law in the first pandemic relief package at relatively steady rates in the final months of last year before the program ended in December.
The Coronavirus Aid, Relief and Economic Security (CARES) Act, passed last March, provided TSP participants to make a one-time withdrawals of up to $100,000 without meeting age or the usual financial hardship qualifications.
Instead, participants had to meet one out of several pandemic-related qualifications, such as being diagnosed with COVID-19 or experiencing financial hardship because of the participant or their family being quarantined, laid off or unable to work due to child care requirements. ....

House Dems call on AG nominee to protect immigration judges' union -- FCW

Reps Carolyn Maloney (D-N.Y.), the chairwoman of the Committee on Oversight and Reform, and Gerry Connolly (D-Va.), chair of the Subcommittee on Government Operations, are asking nominee for Attorney General Merrick Garland to take all necessary actions to protect the ability of immigration judges to unionize.
A decision made by the Federal Labor Relations Authority in November 2020 made immigration judges ineligible for union representation, effectively invalidating the National Association of Immigration Judges (NAIJ).
The Regional Director of the D.C. region of the FLRA s General Counsel Office is putting that FLRA ruling into place now, the lawmakers wrote in a letter to Garland dated Jan. 22. ....

OMB lays out new COVID health and safety guidelines for feds -- FCW

Federal agencies are under orders to rethink workspaces and employee and visitor activity to curb the spread of COVID-19.
The Office of Management and Budget issued new safety principles Jan. 24 in a memo that implements an executive order requiring masks and physical distancing on federal land and by federal employees and contractors.
OMB is instructing agencies to continue to maximize the use of telework and to take other measures to implement safety measures like enhanced cleaning procedures for federal buildings, symptom screening for feds and contractors entering the workplace and the distribution of hand sanitizer pumps in offices. ....

Biden elevates DuBester to chair the FLRA -- FCW

President Joe Biden has nominated Ernest DuBester to be the chairman of the Federal Labor Relations Authority, the agency that governs labor-management relations.
It is a great privilege and an honor to be chosen by President Biden to serve as chairman of the FLRA, DuBester said in a statement.
The chairmanship is effective immediately without Senate confirmation, said Aloysius Hogan, the director of the Office of Legislative Affairs and Program Planning at the FLRA.
Under the Trump administration, DuBester has been the only member of the three-member panel appointed by a Democrat, as unions have jockeyed with the panel over its decisions and the legality of the makeup of FLRA s Federal Services Impasses Panel. ....
