'He was a passionate advocate and visionary': Longtime advocate for Virginians with disabilities, Jim Rothrock died Wednesday

A snow-sledding accident left James A. âJimâ Rothrock paralyzed when he was still a teen in Martinsville, but he went on to a long career in state government helping others with disabilities, not just through policy but with his relentless good cheer.
His work, though, was merely an extension of his life.
âJim was a constant fount of unrestrained enthusiasm and boundless optimism,â said his longtime friend Bernie Henderson. âEither he never realized he had some physical restrictions or he just didnât care. Anytime I was discouraged, angry, frustrated or depressed, I called to get a dose of Jim Rothrock, and that never failed. ....

UNIONIZATION: The House has passed the Protecting the Right to Organize Act (H.R. 842), sponsored by Rep. Bobby Scott, D-Va. The bill would change laws governing labor practices and unions, with the general goal of making it easier for workers to form unions. Scott said the changes were needed because existing labor law lacks the teeth to enforce workers rights when employers unlawfully retaliate against them for organizing. A bill opponent, Rep. Fred Keller, R-Pa., said that by needlessly inserting government into the workplace, it would infringe on workers rights and handcuff employers, making it harder for people to make decisions that positively impact their workforce.
