Mark Ruffin Jr., 22, faces up to 20-years in state prison if convicted of Attempted Murder subject to the provisions of the No Early Release Act which means he has to serve 85 percent of the sentence imposed before becoming eligible for release on parole.
Ruffin Jr. would also be under parole supervision for five years following his release from state prison.
In addition to first degree Attempted Murder, Ruffin Jr. is also charged with second degree possession of a weapon for an unlawful purpose and second degree unlawful possession of weapon. ....

NEPTUNE A Neptune man has been arrested in connection with the shooting that occurred at the Neptune Walmart on Wednesday, according to Monmouth County Prosecutor Christopher J. Gramiccioni.
Mark Ruffin Jr., 22, was arrested and charged with one count of first-degree attempted murder, one count of second-degree possession of a weapon for an unlawful purpose, and one count of second-degree unlawful possession of a weapon, according to a Thursday press release from the Monmouth County Prosecutor s Office.
On Wednesday, around 1 p.m, the Neptune Township Police Department responded to the Walmart on 3755 State Highway 66 for reports of shots fired. Upon arrival, officers discovered one male victim suffering from a gunshot wound, who was taken to a local hospital. ....

Monmouth County Prosecutor Chris Gramiccioni also announced that Sudan Harris, 30, has been charged with second degree possession of a weapon for an unlawful purpose and unlawful possession of weapon.
The man Harris shot on October 18, 2019 later recovered after being treated at the hospital for non-life threatening injuries.
A joint investigation between the MCPO and APPD began after the arrival of Asbury Park Police that day around 1:12 pm and they later identified Harris as the shooter.
The United States Marshals Regional Task Force, the Monmouth County Sheriff’s Office, and Asbury Park Police Department all teamed up to arrest Harris and transport him to the Monmouth County Corrections Institution where he remains awaiting his First Appearance and Detention Hearing. ....
