The 129 pages of New York’s draft “Marihuana Regulation and Taxation Act” were released over the weekend, detailing comprehensive plans for making New York the 15th state to legalize adult-use cannabis. Put the stoner jokes aside: All in all, it’s refreshing to read legislation from Albany that is the product of so much thoughtful deliberation, instead of the often-slapdash, error-riddled bills produced at the 11th hour before the state’s annual April 1 budget deadline.
The overarching achievement here is huge: an end to the chronically discriminatory enforcement of anti-pot laws, and with it a chance to start taxing and regulating a substance that is consumed in relatively safe fashion by millions. ....

WASHINGTON Amtrak announced it would enhance rail service in Connecticut and add new lines across the country after President Joe Biden revealed his infrastructure bill would award the corporation $80 billion over eight years for improvements.
Biden’s American Jobs plan, which he unveiled in Pittsburgh Wednesday, calls for massive spending on transportation, clean energy, school construction, the senior care-giving industry and research and development, paid for by corporate tax increases. The plan is Biden’s strategy for helping the economy recover from the effects of the COVID-19 pandemic. ....

Before the pandemic, the staff at ADNET Technologies worked in a typical cubical farm: a maze of high walls with a collection of private offices for managers. When the lease was coming to an end on the space, which had been empty for months as the employees worked from home, co-CEO Chris Luise started reconsidering the idea of office space all together.
While some companies have closed their bricks and mortar offices all together, Luise didn t feel that was right for ADNET, a company that manages information technology systems for clients, maintains cloud services and cybersecurity. After talking with employees in both Albany and Farmington, Conn., where ADNET has offices, Luise realized there were people who loved their new arrangement working from home and others who didn t like it or didn t have a good situation at home for work. ....
