Here's How Newsom Wants To Spend California's Historic Budget Surplus

After spending the week touring the state and promoting a $100 billion pandemic recovery package bolstered by a stunning $75.7 billion surplus and additional federal dollars California Gov. Gavin Newsom presented the rest of his revised budget in Sacramento Friday.
The $267.8 billion spending plan is an updated version of Newsom’s January budget, which proposed $227 billion in spending. The revised budget incorporates the surplus and $27 billion in federal pandemic relief approved in March.
The governor said his proposed budget will “set this state up for not just a comeback, but a remarkable decade and arguably century ahead” as it recovers from the COVID-19 pandemic. ....

There is growing recognition across California and the country that systemic racism is a public health crisis that must be addressed. Last year, Contra Costa County declared racism a public health crisis and vowed to tackle the problem.
I am heartened that more agencies are joining this effort. On Monday, the County Behavioral Health Directors Association of California (CBHDA), County Welfare Directors Association of California (CWDA), County Health Executives Association of California (CHEAC), and California Association of Public Hospitals and Health Systems (CAPH) issued a joint statement declaring racism a public health crisis. ....

California is facing a serious supply-and-demand problem as it attempts to administer the COVID-19 vaccine to the state’s nearly 40 million residents. While people anxiously await their turn to receive a shot, counties are scrambling to figure out when more vaccines will be available and how they can distribute them quickly and safely. 
Governor Gavin Newsom has publicly acknowledged that the rollout is happening more slowly than expected, due to hold-ups with supply from the federal government, the paperwork necessary to certify doctors to give the vaccine and confusion around whether counties can vaccinate multiple priority groups at once. ....
