In the first four months of his presidency, President Biden has promised to reengage with the world. He has vowed that America will repair its alliances, renew its leadership in international institutions, and restore its partnerships all with the intention of unraveling the Trump-era foreign policy doctrine of “America First” and replacing it with a new mantra: “America’s back.” The slogan has made its rounds in the State Department and has served as the foundation for many statements made by Biden’s most senior foreign policy officials, not to mention the president himself.  ....

On Monday April 26, 2021, the Paris-based Syrian Network for Human Rights called on the international community to reject presidential elections in the war-torn country scheduled for May, describing them as a sham because they will take place under President Bashar Assad, who is implicated in war crimes. Arabic on the poster, right, reads, Damascus spreads flowers for the loyal Bashar. The banner reads, Together with Bashar Assad. AP ....

Despite the headlines, President Joe Biden is not the first United States president to declare that the Ottoman Empire’s mass killings of Armenians, beginning on April 24, 1915, constitute genocide. President Ronald Reagan did so in his April 22, 1981, proclamation of days of remembrance for the Nazi Holocaust.
He emphasized that like the genocide of the Armenians before it and the genocide of the Cambodians which followed it, and like too many other such persecutions of too many other peoples, the lessons of the Holocaust must never be forgotten. Whether Biden’s announcement marks a significant departure from the reticence of other presidents remains to be seen. Although the gruesome historical reality is undisputed, even Reagan’s administration was reluctant to highlight his statement, fearing disruption of relations with Turkey, a ....

BEIRUT - A leading Syrian rights group Monday called on the international community to reject next month’s presidential elections because they will take place under the rule of President Bashar Assad, who is implicated in war crimes.
Paris-based Syrian Network for Human Rights, describing the elections as a sham, said the vote was scheduled by Assad’s government in violation of a U.N.-charted path toward a political resolution to the decade-old war.
According to the 2015 resolution, presidential elections should take place only after drafting a new constitution that allows for a free and competitive vote. ....
